104 PARKING REGULATIONS
§ 18.104.010 Required parking areas.
Except as specified elsewhere in this title, off-street parking shall be required in all districts according to the following provisions. No required front or street side yard setback area shall be used for off-street parking facilities except in any C or M districts as provided elsewhere in this title.
(1)
Residential Uses.
(A)
Single-family, duplex and multiple-family residence dwellings, two spaces per dwelling unit;
(B)
In the case of a housing project where the units are to be occupied exclusively by senior citizens, the parking space requirement shall be one and one-half spaces per dwelling unit;
(C)
Cooperative dormitories, roominghouses or boardinghouses, and group dwellings, one space per each two occupants for which sleeping facilities are provided;
(D)
Hotels, motels, one space per each guestroom.
(2)
Institutional Uses.
(A)
Nursing homes, homes for the aged, group care homes, convalescent hospitals, etc., one space for each three beds;
(B)
Hospitals, one space per each bed;
(C)
Churches, one space for each four fixed seats or every eight feet of bench length. Where no permanent seats or benches are maintained, one space for every twenty-eight square feet of principal assembly area;
(D)
Elementary and junior high schools, one and one-half spaces for each employee or faculty member, plus one space for every forty-two square feet of seating area in auditorium or assembly area;
(E)
High schools, one and one-half spaces for each employee or faculty member, plus one space for each two hundred fifty square feet of classroom area;
(F)
Commercial or business schools, one space for each one hundred fifty square feet of classroom area;
(G)
Libraries, museums, art galleries, one space for each three hundred square feet of gross floor area.
(3)
Commercial Uses.
(A)
Automobile or machinery sales and service garages, nursery and garden supply, building material yards, one space for each five hundred square feet of gross floor area, plus one space for each two thousand square feet of outdoor sales or service area;
(B)
Banks, post office, one space for each four hundred square feet of gross-floor area;
(C)
Barbershops and beauty shops or schools, one space for each seventy-five square feet of gross floor area;
(D)
Bowling alleys, four spaces for each alley;
(E)
Business and professional offices or clinics, one space for each three hundred square feet of gross floor area;
(F)
Dancehalls, assembly halls and sports arenas, one space for each four fixed seats; where no fixed seats are provided, one space for each one hundred square feet of floor area used for assembly or dancing;
(G)
Funeral homes and mortuaries, one space for each four fixed seats or every eight feet of bench length. Where no permanent seats or benches are maintained, one space for every twenty-eight square feet of principal assembly area plus an area designed for the loading of caskets;
(H)
Furniture and appliance stores or repair shops and similar uses which handle only bulky merchandise, one space for each six hundred square feet of gross floor area;
(I)
Launderettes, one space for each five machines;
(J)
Restaurants, beer parlors and nightclubs, one space for each four seats; drive-in restaurants shall provide one space for each one hundred square feet of gross floor area and one space for every two employees;
(K)
Retail stores, secondhand shops, etc., except as otherwise specified in this title, one space for each two hundred square feet of gross floor area;
(L)
Shopping center, one space for each two hundred square feet of gross floor area and one space for each three hundred square feet of gross floor area for centers more than thirty thousand square feet in size;
(M)
Theaters, one space for each four seats.
(4)
Industrial Uses.
(A)
Warehouses, storage buildings, and wholesale operations, one space for each two thousand square feet of gross floor area, plus one space for each two employees on the largest shift;
(B)
Laboratories and research facilities, one space for each three hundred square feet of gross floor area;
(C)
Machinery and equipment sales, one space for each five hundred square feet of gross floor area.
(5)
Off-street parking requirements for uses not specified in this chapter shall be determined by the planning commission and shall be consistent with similar uses provided for in this title.

§ 18.104.020 General parking requirements.
(a)
Off-street parking spaces in all districts shall not occupy any part of sight distance area.
(b)
Required parking may be provided in the front or street side yard area when property is used for single-family or two-family dwellings. For multiple-dwelling uses, parking spaces shall be located ten feet behind front and street side property lines. The area between this ten-foot setback and the property line shall be landscaped and shall not be surfaced in whole or in part with concrete, asphalt or other surface material except to provide driveway access to the parking area.
(c)
If there is no parking available on the building site, and the site is not included in an existing vehicle parking district, off-street parking as required by this title may be provided on another parcel.
(d)
Minimum parking space size shall be nine feet by eighteen feet.
(e)
Minimum size for handicapped parking spaces shall be twelve feet by eighteen feet.
(f)
Minimum size for a parallel parking space shall be nine feet by twenty-four feet.
(g)
Automobile parking lots adjacent to or a part of any R district shall be paved; shall have minimum six-foot high solid board fence or a minimum six-foot high masonry wall separating the parking area from the abutting residential uses; and shall only provide lighting constructed in such manner not to disturb the living environment in the abutting residential district. The provisions of this section shall be effective unless otherwise stipulated in an ordinance or an approved use permit.

§ 18.104.030 Parking design.
(a)
All parking area designs shall limit direct access to and from adjacent public thoroughfares to a minimum of common encroachments serving groups of parking areas.
(b)
All off-street parking areas shall be designed in conformance with the standards of the county. For the purpose of this section, "encroachment" is defined as that portion of an off-street parking area which is used solely for ingress and/or egress and is immediately adjacent to the point of access onto a public or private road.
(c)
The minimum width of a commercial encroachment for two-way traffic shall be twenty-four feet.
(d)
The minimum width of a commercial encroachment for one-way traffic shall be twelve feet.

§ 18.104.040 Loading space requirements.
(a)
Private off-street loading space for the handling of all goods, materials and equipment shall be provided as listed below:
(1)
For the first ten thousand square feet of a building's gross-floor area, one off-street loading space;
(2)
For each additional thirty-five thousand square feet of gross floor area, one additional space.
(b)
Minimum loading space size shall be twelve feet by twenty-two feet.
(c)
No off-street loading space shall occupy any part of any right-of-way or any sight distance area.

§ 18.104.050 Waiver of parking requirements.
Notwithstanding any other provisions of this chapter, the provisions of this chapter may be waived wholly, or in part, by the director of community development upon presentation of evidence that strict adherence to the parking standards would create undue hardship or inconvenience to the operators of commercial uses located within the boundaries of the Westwood community services district.
