CHAPTER 17

14 - R-1 SINGLE-FAMILY RESIDENTIAL ZONE

17.14.010 - Purpose.

The purpose of the single-family residential zone is to encourage and promote a suitable living environment by providing for the development of adequate homes, yards and other residential facilities and to protect and stabilize desirable characteristics of residential neighborhoods.

17.14.020 - Permitted uses.

The following uses are permitted in any R-1 zone:

A.

Principal uses:

1.

Single-family detached dwellings,

2.

Mobile homes, subject to site plan review to ensure architectural compatibility with the neighborhood. An application with plans, site renderings and/or elevations depicting and describing roof overhang, roofing material and exterior siding material shall be subject to approval of the planning commission following a noticed public hearing per Chapter 17.78. Application fee will be set by city council resolution. Planning commission decisions may be appealed in writing accompanied by a fee set by city council resolution. Appeal must be made within fifteen days of the planning commission's action;

B.

Accessory uses:

1.

Accessory buildings including storage rooms, bathhouses, cabanas, laundry rooms or similar structures. All other accessory structures, including attached and detached accessory units, shall be subject to the development standards set forth in Section 17.10.280,

2.

Up to three household pets and their offspring under four months of age,

3.

Day care for twelve or fewer children provided such homes are licensed by the state,

4.

The renting of not more than two rooms to not more than four boarders per dwelling unit,

5.

Signs per Chapter 17.62 of this code,

6.

Off-street parking facilities,

7.

Horsekeeping per Chapter 17.68 of this code,

8.

Noncommercial horticulture and agriculture crops and stock including sorting, processing and packing of crops and stock grown on the same lot.

17.14.030 - Development standards.

A.

Every one-family dwelling unit shall have a roof constructed with woodshake, shingle, asphalt composition, crushed rock, tile, or other similar roofing material, except that reflective, glossy, polished and/or rolled-formed type metal roofing is prohibited.

B.

Every one-family dwelling shall have an exterior siding of brick, wood, stucco, metal, concrete or other similar material except that reflective, glossy, polished and/or rolled-form metal siding is prohibited.

C.

Every one-family dwelling unit shall not be less than twenty feet in width.

D.

Every one-family dwelling shall have a floor area of not less than one thousand two hundred square feet.

E.

Mobile homes (including manufactured housing and factory-built housing) are subject to the following:

1.

As used in this section, the term "mobile home" includes manufactured housing and factory-built housing.

2.

The mobile home shall be manufactured and certified under the National Mobile Home Construction and Safety Standards Act of 1974, and shall not have been altered in violation of applicable codes.

3.

The mobile home shall be attached to a permanent foundation system subject to the provisions of Section 18551 of the Health and Safety Code of the state.

4.

The mobile home shall be utilized for single-family residential purposes only.

5.

The mobile home shall be subject to the same residential zoning development standards as other one-family dwellings, including, but not limited to, building setback standards, front, side and rear yard requirements, vehicle parking, architectural, aesthetic, minimum width, and minimum square footage requirements; as well as all the requirements of the uniform building, plumbing and fire codes.

6.

The roof overhang, roofing material and exterior siding material of any mobile home constructed pursuant to this section in the R-1 zone shall be architecturally and aesthetically compatible with other dwellings in the neighborhood.
