BOARDS, COMMISSIONS AND OFFICIALS
In addition to those powers and duties set forth in other sections of the Village Code, the Village Board shall have the following powers and duties with regard to this Ordinance:
A.
To make final decisions on applications for text and map amendments (Section 4.1).
B.
To make final decisions on applications for variations (Section 4.2).
C.
To make final decisions on special use applications (Section 4.3).
D.
To make final decisions on site plan review applications (Section 4.4).
E.
To make final decisions on planned unit development applications (Chapter 5: Planned Unit Development).

In addition to those powers and duties set forth in other sections of the Village Code, the Plan Commission shall have the following powers, responsibilities and duties:
A.
To review applications and make recommendations to the Village Board on requests for text or map amendments (Section 4.1).
B.
To review applications and make recommendations to the Village Board on requests for variations to zoning ordinance provisions (Section 4.2).
C.
To review applications and make recommendations to the Village Board on requests for special uses (Section 4.3).
D.
To hear and make recommendations on site plan review decisions (Section 4.4).
E.
To review applications and make recommendations to the Village Board on planned unit development applications (Chapter 5: Planned Unit Development).
F.
To assist in the development, review and amendment of the Comprehensive Plan as requested by the Village Board.
G.
To review the effectiveness of this Ordinance and periodically report its conclusions and recommendations to the Village Board.
H.
The Plan Commission is delegated all of the authority and duties granted under the Illinois Municipal Code and as prescribed in this title to the Zoning Board of Appeals. Every reference to "Plan Commission" or "Zoning Board of Appeals" used in this title shall mean the same appointed body having both all of the authority and duties of the Plan Commission and the Zoning Board of Appeals.

In addition to those powers and duties set forth in other sections of the Village Code, the Zoning Board of Appeals shall have the following power and duty:
A.
To hear and make final decisions on appeals of zoning decisions made by the Community Development Director (Section 4.6).

In addition to those powers and duties set forth in other sections of the Village Code, the Community Development Director or his/her designee, or other official to whom such duties and powers are delegated by the Village Board for the purposes of this Ordinance, shall be considered the Community Development Director, and shall have the following powers and duties:
A.
To make recommendations to the Plan Commission on special use applications (Section 4.3).
B.
To receive, review, and issue occupancy permits (Section 4.5).
C.
To receive, review and make decisions on zoning interpretations (Section 4.7).
D.
To receive, file, and forward to the Village department heads, or the Plan Commission applications, recommendations and comments on amendments, variations, special uses, planned unit developments, the Comprehensive Plan and site plan review.
E.
To receive, file, and forward to the Plan Commission the appeals of administrative decisions by the Community Development Director.
F.
To receive, review and make decisions on interpretations of the Comprehensive Plan.
G.
To maintain permanent and current records of this Zoning Ordinance, including, but not limited to, all maps, amendments, special uses, variations, appeals, and applications therefore.
H.
To initiate, direct, and review, from time to time, a study of the provisions of this title, and to make periodic reports of its recommendations to the Plan Commission.
