CHAPTER 18

64 ACCESSORY USES AND STRUCTURES

§ 18.64.010 Generally.

The standards of this chapter apply to accessory uses and structures.

§ 18.64.020 Dimensional requirements.

An accessory structure shall meet the dimensional requirements of the underlying zoning district with the exception that accessory structures are not subject to the minimum square footage requirement.

§ 18.64.030 Lot coverage.

An accessory structure shall not cover more than 10 percent of the lot area. Accessory uses are included when determining maximum lot coverage.

§ 18.64.040 Height.

Accessory structures shall not exceed a height of 16 feet.

§ 18.64.050 Detached accessory structures.

Detached accessory structures shall have setback requirements of five feet from rear and side lot lines and shall not be located in any required front yard area.

§ 18.64.060 Attached accessory structures.

Attached accessory structures shall meet the setback requirements for the underlying zoning district.

§ 18.64.070 Dish antennas.

A. 
Application. Unless otherwise exempt by this section, the regulations set forth herein shall apply to dish antennas used for both commercial and noncommercial purposes. The regulations do not apply to antennas used to service public utility stations.
B. 
Definitions.
1. 
"Dish antenna"
means any system of wires, poles and reflecting discs or similar devices of various sizes, materials and shapes used for the transmission or reception of data, facsimile, television, voice or other forms of communication.
2. 
"Obstruction-free reception window"
means the absence of manmade or natural physical barriers that would block the signal between a satellite and dish antenna.
3. 
"Reception window"
means the area of sky that a land-based dish antenna must have access to for adequate communication with orbiting satellites.
C. 
Exemptions. The regulations of this section do not apply to dish antennas whose diameter is three or fewer feet or whose dish surface area is less than seven square feet.
D. 
Prohibited Antennas in Residential Zones. No transmission dish antenna shall be permitted in residential zones.
E. 
Location of Property.
1. 
Residential Zones.
a. 
No dish antennas shall be permitted in the required front yard.
b. 
No dish antennas shall be permitted within five feet of the rear property line.
c. 
No dish antennas shall be permitted on the roof of a structure.
2. 
Nonresidential Zones.
a. 
No dish antennas shall be permitted in the required front yard.
b. 
No dish antennas shall be permitted within 15 feet of the portion of a rear or side yard line that abuts a residentially zoned or developed site.
c. 
No dish antennas shall be permitted in a required parking space.
d. 
Roof-mounted dish antennas are permitted.
F. 
Height Restrictions.
1. 
No ground-mounted dish antennas shall exceed the maximum allowable height for structures in that zoning district.
2. 
No roof-mounted dish antenna shall exceed 20 feet above the peak of the roof upon which it is located.
G. 
Screening Standards. All dish antennas shall be sited and treated to be as visually unobtrusive as possible.
H. 
Provision for Relief. Relief from the requirements of this section may be granted by the building official subject to the demonstration that:
1. 
None of the permitted locations or height restrictions for dish antennas provide for an obstruction-free reception window of said dish antenna because of blockage by the primary on-site structure or off-site buildings and trees of abutting properties; and
2. 
Existing natural geographic conditions preclude an obstruction-free reception window.
