SECTION 2

PURPOSE

Zoning Regulations and Districts are herein established in accordance with a Comprehensive Plan for the purpose of promoting the health, safety, morals and general welfare of the citizens of the City. They are designed to lessen congestion in the streets; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land, and to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements. They have been established with reasonable consideration for the character of each district and its peculiar suitability for the particular uses specified; and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the City.

§ 2.1 Purpose.

The purpose of this ordinance is to establish and control zoning districts, and residential, business and industrial developments within the City of Pottsboro for the general good and welfare of the public.

§ 2.2 Zoning District Methodology.

The zoning district methodology as detailed herein is designed to:
2.2.1 
Protect and provide for the public health, safety and general welfare of the City of Pottsboro and its governing area.
2.2.2 
Guide and stimulate future growth in accordance with a Pottsboro comprehensive plan.
2.2.3 
Provide for adequate light, air, and privacy to secure safety from fire, flood, and other dangers from land overcrowding.
2.2.4 
Protect the character and the social and economic stability of all parts of the City and to encourage orderly and beneficial development.
2.2.5 
Protect and conserve the value of land, the value of buildings and land improvements; and to minimize the conflicts among the uses of the land and buildings.
2.2.6 
Guide public and private policy and action in order to provide adequate and efficient transportation, water, sewerage, schools, parks, playgrounds, recreation, parking and other public requirements and facilities.
2.2.7 
Provide the most beneficial relationship between the uses of the land and buildings and the circulation of traffic, having particular regard to the avoidance of congestion in the streets and highways, and the pedestrian traffic movements appropriate to the various uses of land and buildings, and to provide for the proper location and width of streets and building lines.
2.2.8 
Establish reasonable standards of design and construction developments to facilitate orderly land use.
2.2.9 
Insure that public facilities are planned and that they will have sufficient capacity to serve the area for which they were intended.
2.2.10 
Prevent the pollution of air, streams, ponds, and lakes; to assure the adequacy of drainage facilities; to safeguard domestic water supplies, and to encourage the wise use and management of natural resources throughout Pottsboro and its governing area.
2.2.11 
To preserve the natural beauty and topography of the area and to insure appropriate development with regard to these natural features.
2.2.12 
Provide for open spaces, by encouraging buffer areas, parks, and natural breaks to move from one density zoning district area to another.
2.2.13 
To prevent "spot" and "strip" zoning.
2.2.14 
Establish a general procedure for processing requests.
