§ 20

OFF-STREET PARKING SPACES, LOADING AND STACKING.

20.1 
Minimum Number of Off-Street Parking Spaces:
If the number of required off-street parking spaces is not specified in the Section of this ordinance setting forth the regulations for such district, then the following number of off-street spaces shall be required:
1. 
For single-family dwellings, two spaces.
2. 
For hotels/motels, one space for each guestroom or suite; plus one space for each 200 square feet of display area or ballroom.
3. 
For churches erected on new sites, one parking space on the lot for each four seats in the main auditorium or worship area.
4. 
For elementary and junior high schools, public, parochial and private, two spaces for each classroom; for senior high schools, public, parochial and private, seven spaces for each classroom.
5. 
For hospitals, one space for each hospital bed.
6. 
For institutions, clubs, lodges, and public buildings, one space for each 150 square feet of floor area.
7. 
For B-1 and B-2 uses not specifically listed herein, one space for each 200 square feet of floor area.
8. 
For I-1 and I-2, one space for each employee or maximum number employed and on duty at any one time, minimum four, please [plus] an additional 3 spaces for non-employees.
20.2 
Delivery/Loading Areas Not Counted Towards Parking:
Areas designated for delivery trucks to load or unload shall not count as a parking space.
20.3 
Paving Required:
All off-street parking, loading and stacking areas shall be paved with concrete.
20.4 
Nonresidential Off-Street Loading Requirements:
1. 
Loading spaces shall be provided on the same lot for every building in the Business or Industrial districts. No loading space is required if prevented by an existing lawful building.
2. 
To facilitate the movement of traffic on the public streets, all retail, office and service buildings shall provide and maintain off-street facilities for the loading and unloading of merchandise and goods within the building or on the lot adjacent to a public alley or private service drive.
3. 
Individual loading space dimensions shall be per most recently adopted regulations and ordinances of the Town.
4. 
The number of off-street loading spaces shall be placed according to the following:
(a) 
For 0 to 10,000 square feet of gross floor area no space or berth is required.
(b) 
For 10,000 to 50,000 square feet of gross floor area one (1) space or berth is required.
(c) 
For 50,000 to 100,000 square feet of gross floor area two (2) spaces or berths are required.
(d) 
For 100,000 to 200,000 square feet of gross floor area three (3) spaces or berths are required.
(e) 
For each additional 200,000 square feet of gross floor area one (1) additional space or berth is required.
20.5 
Stacking Requirements for Drive-Through Facilities:
1. 
A stacking space shall be an area on a site measuring nine (9) feet by twenty (20) feet with direct forward access to a service window or station of a drive-through facility which does not constitute space for any other circulation driveway, parking space or maneuvering area.
2. 
For financial institutions with drive-through facilities, each teller window or station, human or mechanical, shall be provided with a minimum of five (5) stacking spaces (from the right-of-way line).
3. 
For each service window of a drive-through restaurant, a minimum of seven (7) stacking spaces (from the right-of-way line) shall be provided.
4. 
For kiosks, a minimum of two (2) stacking spaces (from the right-of-way) for each service window shall be provided.
5. 
For drive-in cleaners, a minimum of three (3) stacking spaces for each drive-in window.
