The Town Council shall establish fees, charges, and expenses by ordinance. The Council shall establish collection procedures for building permits, certificates of zoning compliance, appeals, and other matters pertaining to this ordinance. The ordinances establishing fees shall be kept in the office of the Town Secretary and may be altered or amended only by the Town Council. Fees must be paid in full prior to any action being taken, permit granted, etc.
