R-4 RESIDENTIAL

DISTRICT

§ 154.140 PURPOSE.

   The purpose of this district is to promote high density residential development. This development will consist of one-, two- and three-family dwellings.

§ 154.141 PERMITTED USES.

   (A)   Single-family residential dwellings.
   (B)   Two-family residential dwellings.
   (C)   Three-family residential dwellings.
   (D)   Accessory uses, provided such uses are incidental to the principal use and do not include any activity conducted as a business. Such uses must be situated on the same lot with the principal building.
   (E)   Signs, as regulated in §§ 154.470 through 154.486.

§ 154.142 SITE PLAN REVIEW.

   All uses permitted in § 154.141 except as otherwise provided in this subchapter shall be permitted only after the review and approval of the site plan by the Planning Commission upon a finding by the Commission that:
   (A)   The site plan shows that a proper relationship does exist between thoroughfare service roads, driveways and parking areas to encourage pedestrian and vehicular traffic safety.
   (B)   All the development features including the principal buildings, open spaces, service roads, driveways and parking areas are so located and related as to minimize the possibility of any adverse effects upon adjacent development.
   (C)   The site plan includes adequate provision for the screening of parking areas, service areas and active recreation areas from surrounding properties by landscaping and/or ornamental wall or fence.
   (D)   Grading and surface drainage provisions are reviewed and approved by the City Engineer.
   (E)   The design and construction standards of all private streets, driveways and parking areas are to be built following approval of plans by the City Engineer.

§ 154.143 CONFORMANCE WITH SITE PLAN.

   Prior to occupancy of any building the developer or owner shall obtain a certificate of occupancy from the Zoning Inspector, pursuant to § 154.075.

§ 154.144 EXCEPTIONS.

   Single-family dwellings and two-family dwellings shall be excepted from the requirements of §§ 154.142 and 154.143.

§ 154.145 AREA AND HEIGHT REGULATIONS.

   (A)   Minimum lot area:
      (1)   Single-family residential dwelling: 6,000 square feet per dwelling unit.
      (2)   Two-family residential dwelling: 5,000 square feet per dwelling unit.
      (3)   Three-family residential dwelling: 4,356 square feet per dwelling unit.
   (B)   Minimum lot width at minimum building setback line:
      (1)   Single-family residential dwellings: 60 feet.
      (2)   Two-family residential dwellings: 75 feet.
      (3)   Multi-family residential dwellings: 100 feet.
   (C)   Maximum lot depth, single-, two-family and three-family residential dwellings: five times the lot width at the minimum building setback line.
   (D)   Minimum front yard depth: 20 feet for the first 35 feet of building height, plus one foot additional setback for each two feet of height in excess of 35 feet.
   (E)   Minimum rear yard depth: 25 feet for the first 35 feet of building height, plus one foot additional yard depth for each two feet of height in excess of 35 feet.
   (F)   Minimum side yard width on each side: eight feet for the first 35 feet of building height, plus one foot additional yard width on each side for each two feet of height in excess of 35 feet.
   (G)   Minimum living floor area per family:
      (1)   Single-family dwellings: 800 feet.
      (2)   Two-family and three-family dwellings: 720 feet per dwelling unit.
   (H)   Height regulations: No structure shall exceed 40 feet in height.
   (I)   Off-street parking: as regulated in §§ 154.405 through 154.409.
