CENTRAL BUSINESS

DEVELOPMENT DISTRICT

§ 154.315 PURPOSE.

   The Central Business Development District is established for the purpose of realizing ordered development in the intensely built-up area delineated as the Central Business District on the Wadsworth Downtown Improvement Plan which is on file in the Engineering Department. Land in this district shall be made subject to the regulations and controls specified in this subchapter, notwithstanding the provisions of any zoning ordinance or regulations now or hereinafter in effect.

§ 154.316 PERMITTED USES.

   (A)   Apparel, antique, jewelry store.
   (B)   Furniture, home furnishings, office equipment and office supply.
   (C)   Optical goods store.
   (D)   Art, photo, stationery, notion, toy and gift sales.
   (E)   Drugstore.
   (F)   Clothing and apparel and variety store.
   (G)   Florist shop and garden supply.
   (H)   Food sales including supermarket.
   (I)   Hardware and paint sales.
   (J)   Sporting goods.
   (K)   Preparation and processing of food and drink to be retailed on the premises, including bakery, delicatessen, meat market, confectionery, restaurant, ice cream parlor, soda fountain and tavern.
   (L)   Barber and beauty shops.
   (M)   Shoe repair.
   (N)   Administrative, business or finance office and organization, including banks.
   (O)   Hotel or motel.
   (P)   General office use.
   (Q)   Personal services, including dry cleaning and laundry, shoe repair, tailor and dressmaking.
   (R)   Printing, blueprinting, newspaper printing.
   (S)   Other uses which are determined by the Planning Commission to be clearly similar to the permitted uses.
   (T)   Residential apartments above the ground floor of multi-story buildings.

§ 154.317 PROVISIONS AND REQUIREMENTS.

   The following conditions shall apply to all areas within the Central Business Development District.
   (A)   Commercial uses as permitted subject to uses approved by the Planning Commission must be consistent with existing character of the Central Business District.
   (B)   The following physical development criteria shall be used by the Planning Commission in its evaluation of proposed commercial uses within the CBDD.
      (1)   No setback from the front and side building lines of a parcel should be permitted. Buildings should be built flush with the sidewalk and have their facades aligned with and, whenever possible, jointed to those of adjacent buildings.
      (2)   The bulk and height of new buildings should conform to prevailing conditions within the block in which they are to be placed. Developments which deviate from prevailing conditions should be reviewed so that they will not constitute a visually incompatible intrusion into the CBDD.
      (3)   The first floor uses of buildings should consist of retail or direct public service activities. Blank facades with no shop or display windows should be avoided.
      (4)   Residential apartments shall be subject to the provisions found in § 154.546(B)(19).
   (C)   Off-street parking as required in §§ 154.405 through 154.409.
   (D)   Signs as permitted in §§ 154.470 through 154.486.
   (E)   Architectural design review as required in § 154.071.
