GATEWAY CSG DISTRICT

§ 154.240 PURPOSE.

   The purposes of this district are to:
   (A)   Recognize that the corridor is classified as an arterial street and is a major entryway into the city from the west;
   (B)   Recognize that this corridor is an appropriate location for non-residential uses, especially near the intersection of SR-57; and
   (C)   To allow for the development of appropriate non-residential uses in the corridor while simultaneously recognizing that there are existing residential uses adjacent to the corridor that need mitigation from the potential impacts of non-residential uses.

§ 154.241 PERMITTED USES.

   (A)   All permitted uses as specified in the C-1 district text.
   (B)   Uses that are accessory to a primary permitted or conditionally-permitted use.
   (C)   Other uses which are determined by the Planning Commission to be clearly similar in character to those uses identified in this section and in conformance with the general purpose of the district.
   (D)   Off-street parking and loading facilities as per §§ 154.405 through 154.409 of this code.
   (E)   Signs as per §§ 154.470 through 154.486 of this code.

§ 154.242 CONDITIONALLY PERMITTED USES.

   The Planning Commission may issue conditional zoning certificates for the uses listed below. The conditionally permitted uses allowable in this district shall be subject to all applicable requirements in §§ 154.542 through 154.546 of this code.
   (A)   Gasoline service stations and convenience stores selling gasoline subject to § 154.546(B)(13), (21), (24) and (32).
   (B)   Drive-in facilities such as banking, restaurants, beverage sales and similar uses subject to § 154.546(B)(20).
   (C)   Government-owned and/or operated buildings and facilities, other than those listed in (14) below, subject to § 154.546(B)(4), (6), (7), (10).
   (D)   Wireless telecommunications facilities, subject to §§ 154.495 through 154.506.

§ 154.243 AREA AND HEIGHT REGULATIONS.

   (A)   Minimum lot area: 15,000 sq. ft.
   (B)   Minimum lot frontage and lot width at building line: 100 feet.
   (C)   Minimum lot depth: 150 feet.
   (D)   Minimum and maximum front yard setback:
      (1)   Minimum = 20 feet.
      (2)   Maximum = 75 feet.
   (E)   Minimum rear yard setback: 40 feet.
   (F)   Minimum side yard setback:
      (1)   Zero feet with party wall.
      (2)   Ten feet (standard).
      (3)   Thirty feet (when side yard is adjacent to a residential use district).
   (G)   Maximum lot coverage:
      (1)   Buildings and structures = 50%.
      (2)   Total lot surface area = 80%.
   (H)   Minimum and maximum building height:
      (1)   Minimum = 20 feet or one story.
      (2)   Maximum = 35 feet or two stories.

§ 154.244 SITE DESIGN AND DEVELOPMENT REGULATIONS.

   (A)   Building design.
      (1)   Not less than 50% of the exterior walls of the primary building shall be finished with a brick, split faced block, stone veneer or similar material.
      (2)   Acceptable finish materials for the remainder of the exterior walls, trim and flashings shall include: wood or vinyl siding and shingles; stucco; EIFS (synthetic stucco); aluminum or other metal products; or similar materials as recommended by the Architectural Design Committee.
      (3)   The side and rear walls of all buildings shall be finished with the same materials and in the same color palette as the facade.
      (4)   At least 50% of the façade shall be occupied by doors and windows.
   (B)   Parking and loading. No parking spaces, loading areas or drive lanes shall be permitted within a required side or rear yard adjacent to a residential use district.
   (C)   Site lighting.
      (1)   All site lighting shall comply with § 154.525 of this code.
      (2)   Parking lot lighting standards shall not exceed the height of the primary structure or 25 feet, whichever is less.
      (3)   All parking lot and wall mounted light fixtures shall be of a fully-shielded, “dark sky” compliant design.
      (4)   No light fixture shall be placed within a side or rear yard area adjacent to a residential use.
   (D)   Landscaping.
      (1)   The perimeter parking lot landscaping requirements specified in § 154.069(D)(2) shall be doubled for side and rear yards, which are adjacent to a residential use district.
      (2)   Decorative fencing, walls or other structural screenings, which have been painted or stained to complement the architectural treatment of the building(s) may be permitted in lieu of doubling the perimeter parking lot landscaping requirements if recommended by the Architectural Design Committee.
      (3)   Existing topography, treelines and similar features that are not to be disturbed may be included in and considered a part of the landscaping plan.
      (4)   Stormwater management features shall be permitted in side and rear yards adjacent to a residential use district when incorporated into the landscaping plan.
   (E)   Site access. The number, width and location of all points of vehicular access to College Street shall demonstrate compliance with access management principles as outlined in Article 601(N) of the Engineering Rules and Regulations.

§ 154.245 OFF-STREET PARKING.

   Off-street parking shall be as required in §§ 154.405 through 154.409.

§ 154.246 LANDSCAPE PLAN.

   A landscape plan shall be as required by § 154.069.

§ 154.247 SITE PLAN REVIEW AND CONFORMANCE.

   All uses allowed under §§ 154.241 and 154.242 shall be permitted only after review and approval of site, landscaping and building plans by the Planning Commission according to § 154.070 and, in the case of conditionally permitted uses listed in § 154.242, after a public hearing is held as required by § 154.543. The Commission must find that the requirements of § 154.070 as well as other applicable requirements of this code will be met. For conditionally permitted uses, the Commission must also find that the applicable requirements of §§ 154.542 through 154.546 will be met as well.

§ 154.248 ARCHITECTURAL DESIGN REVIEW.

   Architectural design review is required for all permitted and conditionally permitted uses listed in § 154.241 and § 154.242, according to procedures detailed in § 154.071.
