BUSINESS DISTRICT
This district is established to accommodate the type of businesses that are oriented to the traveling public and require highway access. To minimize unmanageable strip development, these districts should only allow the type of businesses that absolutely require highway access and exposure.

The following uses are permitted in this district:
(A)
Restaurants and cafes;
(B)
Motels, hotels, and bed and breakfasts;
(C)
Retail sales and services;
(D)
Gas stations and auto accessory stores;
(E)
Motor vehicle, farm implement and recreation equipment sales, uses, and structures;
(F)
Grocery stores;
(G)
Pharmacies and drug stores;
(H)
Funeral homes and mortuaries;
(I)
Medical, professional, and commercial offices;
(J)
Nursing homes and senior living facilities;
(K)
Daycare centers;
(L)
Physical fitness clubs, dance studios, and similar uses;
(M)
Personal service establishments, including, but not limited to, barber shops, hair salons, hairdressers, tailors, laundromats, and dry cleaners. Massage parlors and adult-entertainment establishments are not considered personal service establishments and are expressly prohibited;
(N)
Movie theaters and bowling alleys;
(O)
Banking and financial institutions;
(P)
Wholesale offices and showrooms;
(Q)
Plant nurseries and garden supply stores;
(R)
Churches, places of assembly, conference halls, lodges, and similar uses; and
(S)
Government and public related utility buildings and structures.

The same uses as permitted in the B-1 district are permitted in this district.

Subject to the other applicable provisions of City Code (including Sections 153.415 through 153.420), the following are conditional uses in the B-2, Highway Business District:
(A)
Light manufacturing;
(B)
Private schools and educational centers;
(C)
Self-service storage;
(D)
Warehousing and distribution; and
(E)
Retail and service uses that include the keeping of animals on-site such as pet stores, veterinarian clinics, animal day cares, animal boarding, commercial kennels and similar uses.

(A)
Height regulations. The maximum height of all buildings and structures shall not exceed two and one-half stories or 35 feet.
(B)
Service roads.
(1)
B-2 districts shall be located only adjacent to existing and proposed major highways. Each B-2 district shall be provided with a service road between the highway and the business establishment. To the extent possible, service roads shall have access only to the major highways and highway business orientated traffic shall be discouraged from local residential streets.
(2)
Each service road shall have a minimum of 60 feet of right-of-way exclusive of adjoining thoroughfare right-of-way.
(3)
Each service road shall be at least 24 feet wide and must be surfaced and have curbs.
(4)
Two-way traffic shall be allowed on service roads.
(5)
No parking shall be allowed on service roads.
(6)
Access from service roads to thoroughfares shall be no more frequent than one access for each 500 feet of thoroughfare frontage.
(7)
Maintenance of service roads shall be the obligation of either the city or the serviced businesses.
(C)
Setback regulations.
(1)
Front setbacks from public rights-of-way:
(a)
State highway: 70 feet.
(b)
County road: 70 feet.
(c)
City street: 45 feet.
(2)
Side lot: 20 feet.
(3)
Rear lot: 35 feet.
(4)
Lot line along residential district: 150 feet.
