RESIDENTIAL DISTRICT
The major purpose of this district is to allow low-density single-family dwelling units in the development portions of the city where city sewers and water is available.

The following are permitted uses in the R-1 district:
(A)
Single-family residential structures;
(B)
Public recreation, including parks and playgrounds;
(C)
Historic sites;
(D)
Churches, chapels, including parish houses;
(E)
Elementary schools;
(F)
City buildings, including police and fire stations;
(G)
Signs, subject to standards in §§ 153.365 through 153.372; and
(H)
Telephone lines and power lines.

The following are accessory uses in the R-1 district: any incidental structure or building necessary to the conduct of a permitted use, including private garages, carports, screen houses, swimming pools and storage buildings for use of occupants of the principal structures.

The following are conditional uses in the R-1 district:
(A)
Multi-family structures, subject to the standards set forth in §§ 153.285 through 153.292.
(B)
Junior and senior high schools;
(C)
Lodging and rooming homes;
(D)
Cemeteries and funeral houses;
(E)
Home occupations;
(F)
Nursing homes, hospitals and sanitariums; and
(G)
Mobile home park.

(A)
Height regulations.
(1)
The maximum height of all buildings and structures shall not exceed two and one-half stories or 35 feet.
(2)
This height limitation shall not apply to chimneys, church spires, and personal television antennas.
(B)
Front yard regulations.
(1)
The exception to these setback requirements is in a block where two or more residences have already been constructed facing the same street, the setbacks for the remaining lots in that block fronting on the same street shall be determined by the average setback of the existing buildings. The provisions hereof to the contrary notwithstanding, in instances where other adjacent lots have improvements erected on them at a setback less than that provided for hereinbefore, the setback so established by the user shall be the setback, except in the case of corner lots.

Side yard: ten feet.
(b)
Rear yard: 30 feet.
(C)
Lot area and lot use. The minimum lot area shall be 10,000 square feet. Buildings and impervious surfaces (concrete, blacktop) shall not occupy more than 55 percent of the lot area.
(D)
Lot width and depth.
(1)
Lot width: 75 feet.
(2)
Lot depth: 125 feet.
(E)
Minimum floor area. There shall be at least three liveable rooms contained in each dwelling unit. The following minimum floor areas shall be required. Dwellings shall be designed to be placed on a permanent foundation. A permanent foundation means a basement wall or concrete slab, except in a manufactured home park where piers or other satisfactory supports may serve as a manufactured home foundation with the intent of using skirting material to enclose the gap from the bottom of the structure to the ground. The structure shall have a conventional dwelling roof (an inverted "V") and roof lines similar to the roof lines of other dwellings in the immediate neighborhood, except that this requirement shall not apply to structures located in a manufactured home park.

Single-family dwelling units:
(a)
One story dwelling: The main structure of one story dwellings shall be 24 feet or more in width and 36 feet or more in length. "Main structure" does not include entry ways, porches, decks, etc. A one story dwelling shall have a minimum living floor area of 864 square feet.

Basement-less dwellings: 1,000 square feet.
(c)
One and one half story: 860 square feet.
(d)
Split level dwellings: 960 square feet.
(e)
Two-story dwellings: 768 square feet.
(f)
Split entry dwellings: 816 square feet.

Multi-family units: 850 square feet per dwelling unit.
