CENTRAL BUSINESS DISTRICT
The purpose of this district is to enable expansion of the downtown business area under terms and design criteria which will blend into existing surrounding uses, adapting the area to a major change in use following termination of a public elementary school operation and sale of the building for commercial purposes. This district shall permit most types of retail business as are eligible in B-1, central business district, and shall allow residential uses above commercial establishments.

The following uses are permitted in this district, except those uses not permitted within a specified distance of school:
(A)
Commercial establishments offering merchandise or services to the general public in return for compensation, including, but not limited to the following:
(1)
Retail establishments such as groceries, bakeries, department stores, hardware, drug, clothing and furniture stores and flower shops;
(2)
Personal services, such as laundry, barber, shoe repair shop and photography studios;
(3)
Existing drinking establishments, including restaurants, cafés and supper clubs;
(4)
Professional services, such as medical and dental clinics, architects and attorneys offices;
(5)
Repair services such as jewelry and radio and television repair shops;
(6)
Banks, finance, insurance and real estate services;
(7)
Entertainment and amusement services, such as motion picture theaters, bowling alleys and art galleries; and
(8)
Lodging services, such as hotel and motel.
(B)
Public and semi-public buildings such as post offices, the City Hall and the Fire and Police Stations;
(C)
Private clubs;
(D)
Hospitals and medical centers; and
(E)
Automobile parking lots, parking garages and bus stations.

The following accessory uses are permitted in the B-1-1 district: uses incidental to the principal uses, such as off-street parking and loading and unloading areas, storage of merchandise.

The following conditional uses are permitted in the B-1-1 district:
(A)
Apartments, provided they are located above the first floor level;
(B)
Auto body shops;
(C)
On and off sale liquor establishments;
(D)
Light industry, such as printing shops that require direct contact with public;
(E)
Wholesaling;
(F)
Offices; and
(G)
Other uses which in the opinion of the Planning Commission and City Council is of the same general character as the permitted uses and which will not be detrimental to the central business district.

(A)
Height regulations. The maximum height of any building or structure shall be two stories or 35 feet.
(B)
Front yard regulations.
(1)
There shall be a front yard setback of not less than 40 feet for properties adjoining Main Street. For properties abutting Grove Street there shall be a front yard setback of not less than ten feet.
(2)
Where a lot is located at the intersection of two or more streets, there shall be a front yard setback on each side adjoining a road. No accessory buildings shall project beyond the front yard of either road.

Side and rear yard regulations.
(1)
There shall be a side yard setback of not less than 20 feet, except that no building shall be located within 50 feet of any side lot line abutting a residential lot having a single family structure located on the lot.
(2)
There shall be a rear yard setback of not less than 25 feet, except that no building shall be located within 50 feet of any rear lot line abutting a residential lot having a single family structure located on the lot.
(D)
Lot area. There are no lot area restrictions.
(E)
Screening and fencing. The city may require the screening or fencing of commercial uses on side and rear yard lines which adjoin residential districts.

General regulations. Requirements for signs, parking, shopping centers and other regulations are set forth herein.
