DISTRICT
(A)
The flood hazard district is created for the purpose of protecting the public health and safety and to minimize property damage and pollution from flood waters.
(B)
The official zoning map, together with all explanatory materials therein and attached thereto, is hereby referenced and declared to be a part of this chapter. The explanatory material shall include the flood insurance study and flood insurance rate maps for the City of Caledonia prepared by the Federal Emergency Management Agency.
(C)
Where there appears to be a conflict between a mapped boundary and actual field conditions, the Board of Adjustment shall make the necessary interpretation based on elevations on the regional, 100-year, flood profile. The person contesting the location of the district boundary shall be given a reasonable opportunity to present his or her case to the Board and submit technical evidence if he or she so desires.

Buildings, structures, and developments are permitted in the flood hazard district to the extent permitted under Chapter 151 of the City Code.
