HEAVY INDUSTRY DISTRICT M-2
It is the intent of this district M-2 to establish areas for industrial uses which, because of their nature and operations, exhibit such noticeable characteristics as noise, glare, smoke, fumes and odors. These industrial uses should be isolated from other incompatible land uses, such as residential, and should be monitored with respect to air and water quality. They should be served by an approved water and sewerage system.
In Industrial District M-2, any building to be erected or land to be used shall be for one or more of the following uses:

Acid manufacture.
(2-2)
Mineral extraction activities, including quarries.
(2-3)
Mineral processing operations, such as crushing plants; cement, lime and gypsum manufacturing; masonry block and brick manufacturing; and asphalt plants.
(2-4)
Fertilizer manufacture.
(2-5)
Petroleum manufacture, including byproducts.
(2-6)
Petroleum storage.
(2-7)
Pulp, paper and chemical manufacture, including byproducts.
(2-8)
Boiler shops.
(2-9)
Polypropylene fibers and film manufacture.
(2-10)
Steel fabricating plants.
(2-11)
Public utility generating, booster or relay stations; transformer stations; transmission lines and towers; and other facilities for the provision and maintenance of public utilities, including railroads, and water and sewerage installations.

All uses permitted in the M-1 district and set forth in section 2 of article XI, Light industry district, of this appendix, with the exception that uses permitted in the C-3 district shall not be permitted.

The following uses are permitted upon application to the city council and subject to conditions established by it as outlined in article XVIII, section 8:

Automobile graveyards.
(3-2)
Junkyards.
(3-3)
Meat poultry and fish processing.
(3-4)
Livestock auction markets.
(3-5)
Stockyards.
The requirements for permitted uses and special exceptions in Heavy Industry District M-2 are the same as those for Light Industry District M-1. (See article XI, section 3.)
Sign regulations shall conform to article XV of this ordinance.
