RESIDENTIAL DISTRICT R-1
Residential District R-1 is hereby established exclusively for single-family detached dwellings, and customary accessory uses.
In Residential District R-1, no building or land shall be used and no building shall be erected, which is arranged, intended or designed to be used for other than one or more of the following uses:

Single-family dwellings.
(2-2)
Public and semipublic uses such as schools, churches, playgrounds and parks.
(2-3)
Home occupations, as defined in article III.
(2-4)
Home gardening.
(2-5)
Accessory buildings, except that they must be at least five feet from the main building or structure and they are not permitted within any required front or side yard or within 15 feet of any street line or within five feet of any lot line not a street line.

Public utilities subject to the provisions of article XVI, section 3-5.
(2-7)
Domestic animals, as defined in the City Code.

The following uses are permitted upon application to the city council and subject to conditions established by it as outlined in article XVIII, section 8:
(3-1)
Family day home serving more than five children, exclusive of the provider's own children and any children who reside in the home.

Communication towers.

Sign regulations shall conform to article XV of this ordinance.

For residential dwellings served by public water and sewer, the following minimum lot areas shall apply:
(5-3)
No building shall be erected on a lot which does not abut on at least one street for at least 35 feet except for nonconforming buildings and lots (see article XVII).

For permitted uses utilizing individual water and/or sewage disposal systems, the required lot area for any such use shall be determined by the health official, but shall not be less than that set forth above in section 5-1 of this article.

(6-1)
New buildings shall be located 35 feet or more from any street right-of-way which is 50 feet or greater in width, or 50 feet or more from the centerline of any street right-of-way less than 50 feet in width. This shall be known as the "setback line."

If the buildings on 70 percent of the lots on a given block have established a front building line not in conformance with the minimum setback, all new buildings may be located on the already established line, even though that line is a violation. If less than 70 percent of the lots in the block have buildings on them, all new construction must conform to the setback regulations.

(7-1)
For one- and two-story dwellings:
(7-1.1)
Front. The minimum front yard shall be 35 feet.
(7-1.2)
Side. The minimum side yard shall be ten feet and the total width of two required side yards shall be 20 feet or more.
(7-1.3)
Rear. Each principal building shall have a rear yard of 25 feet or more. At least 50 percent of the rear yard shall be open space with no buildings, gravel, pavement or parking.

For buildings greater than two stories in height:
(7-2.1)
Yard requirements for front and rear yards shall be the same as set forth in section 7-1 above.

Five feet shall be added to the minimum requirements for each side yard.

For corner lots:
(7-3.1)
Yard requirements for corner lots shall be the same as set forth in section 7-1 or 7-2 as applicable except that a 15-foot side yard is required on any side facing an existing or proposed street.

For accessory buildings:

Accessory buildings shall conform to the provisions stated in section 2 of this article.

(8-1)
No building shall be erected to contain more than 2½ stories, not to exceed 35 feet in height from grade, except:
(8-1.1)
Churches, schools, hospitals, sanitariums, and other public and semipublic buildings may be built to a height of 55 feet, or four stories if the minimum depth of front and rear yards and minimum width of side yards required in the district are increased by one foot for each foot by which the height of such public or semipublic structures exceeds the height limit in feet prescribed for other structures in the district.

These limitations shall not apply to church spires, belfries, cupolas, monuments, water towers, chimneys, flues, flagpoles, television antennae, and radio aerials. Parapet walls shall not exceed four feet above the limited height of the building on which the walls rest.

No accessory building which is within five feet of any party lot line shall be more than one story high. No accessory building shall exceed the main in building height.
