OFFICE AND INSTITUTIONAL DISTRICT C-1
The purpose of the C-1 district is to establish an Office and Institutional District C-1 that reserves areas for employment activity and businesses that do not conflict with adjacent residential districts.
In district C-1, no building or land shall be used, nor any building or structure erected, which is arranged, intended or designed to be used for other than one or more of the following uses:

Offices of business, professional or financial organizations such as banks, real estate and insurance.
(2-2)
Medical and dental offices and clinics.
(2-3)
Administrative, executive and editorial offices.
(2-4)
Public schools and libraries.
(2-5)
Churches and church schools.
(2-6)
Nursery schools and child care centers.
(2-7)
Offices of labor unions, civic, social and fraternal and other nonprofit organizations.
(2-8)
Offices of local, state and federal government.
(2-9)
Funeral homes.
(2-10)
Public utilities subject to the provisions of article XVI, section (3-5).
(2-11)
Single-family residential dwelling units, subject to the issuance of a certificate of occupancy by the building official and a certificate of zoning compliance by the zoning administrator in accordance with the following regulations:
i.
Building use plan required. A building use plan shall be submitted with the application which specifies how each floor of the building will be designed, arranged and intended for occupancy. The building use plan shall demonstrate compliance with the provisions of this section.
ii.
Building use limitations. Residential dwelling units shall not be permitted on the ground level of buildings originally designed and intended for a non-residential use. There shall not be a combination of commercial and residential use in any structure originally designed as a dwelling.
iii.
Residential unit separate from commercial use. Any residential unit approved hereunder shall be physically separate from other residential units in the same building and physically separate from any commercial use area of the building. Access for ingress and egress shall be by way of an entrance that is separate from the entrance for any commercial use area of the building, and such access shall be direct to the residential use area of the building and shall not be routed through a commercial use area of the building.
iv.
Size, density and amenities. Each residential unit shall be no less than 720 square feet of contiguous interior living floorspace. Occupancy density of each unit shall be no greater than one person per 180 square feet of living floorspace. Each residential unit shall be served by a full bathroom contained within the unit and serving only the unit in which it is contained.
v.
Parking requirements. The applicant and/or property owner shall provide evidence that adequate 24-hour per day parking for the proposed number of units is available in reasonable proximity to the site through public supply, private ownership, or private lease agreement. The number of parking spaces required shall be determined in accordance with article XIV of this ordinance, taking into account the number of residential units in reasonable proximity permitted in accordance with this subsection. Parking arrangements shall be in writing and shall become part of the permit.
vi.
Building inspection and certificate of occupancy required. No residential unit subject to this subsection shall be occupied unless a certificate of occupancy has been issued by the building official and a certificate of zoning compliance is issued by the zoning administrator.

The following uses are permitted upon application to the city council and subject to conditions established by it as outlined in article XVIII, section 8:

Sign regulations shall conform to article XV of this ordinance.
These regulations shall apply:
(4-1)
No building shall be placed on the lot closer than 30 feet from the centerline of any street adjoining the property (or 15 feet from the property line, whichever is greater).
(4-2)
Permitted uses shall be required to maintain a ten-foot yard on a side adjoining a residential district.
(4-3)
Buffering and screening shall be utilized on all lots subject to rezoning to office and institutional C-1, on all sides fronting on a residential district.
(5-1)
No building shall be erected to contain more than 3½ stories, not to exceed 45 feet in height from grade.
(5-2)
Churches, schools, hospitals, sanitariums, and other public and semipublic buildings may be built to a height of 55 feet, or four stories if the minimum depth of front and rear yards and the minimum width of side yards required in the district are increased one foot for each foot by which the height of such public or semipublic structure exceeds the height limit in feet prescribed for other structures in the district.
Parking standards shall conform to article XIV of this ordinance.
