Buildings or other structures shall not be erected, moved, added to or structurally altered without a permit therefor, issued by the Zoning Administrator. Building permits shall be issued in conformance with the provisions of this Zoning Ordinance, or upon written order from the Board of Adjustment. Fees for building permits shall be as provided in Section 165.18. When work for which a building permit is required by this chapter is started or proceeded with by any person prior to obtaining the required permit, the total building permit fee shall be increased by twenty percent, with a minimum penalty increase of $10.00. The payment of such increased penalty fee shall not relieve any person from fully complying with the requirements of this chapter in the execution of the work or from any other penalties prescribed herein.
