No structure except signs, whether temporary or permanent, shall be erected less than 90 feet from the center line and signs shall be erected no less than 75 feet from the center line of the following streets:

   (A)   LeClaire Road, east of First Street;

   (B)   First Street; and

   (C)   Scott Park Road (IA 956).
