- M3 MINERAL EXTRACTION DISTRICT
The mineral extraction (M3) zoning regulations provide for areas with mineral resources appropriate for mining and extraction.

Permitted uses in the M3 Mineral Extraction District shall be as follows:
(1)
Mining and/or extraction of minerals, loading and hauling of coal, clay, sand, gravel, topsoil, or other aggregate or minerals, and oil or gas well drilling, including equipment, buildings, or structures for screening, crushing, mixing, washing, or storage, provided that:
a.
No excavation shall take place within 60 feet of any property line;
b.
All buildings or structures, for the screening, crushing, washing, mixing, or storage are located not less than 500 feet from an existing residence, or any residence district established by this article;
c.
All property lines adjoining other districts, except other manufacturing districts shall be provided with a fence or wall at least six feet in height and a six-foot-high earthen berm;
d.
A plan of development for the reclamation of the land is approved by the planning commission;
e.
Buildings, structures, equipment and operations for processing on the premises of material secured by such uses shall be approved by the city council.
(2)
Agriculture.
(3)
Conservation. Soil and water conservation, nature and wildlife preserves, and outdoor recreation.
(4)
Land reclamation, including, but not limited to, the planting trees, the seeding of grasses and legumes for grazing purposes, the planting of crops for harvest, the enhancement of wildlife and aquatic resources, and the establishment of recreation sites.
(5)
Accessory uses customarily incidental to the above permitted uses, including, but not limited to, the following:
a.
Off-street parking;
b.
Off-street loading;
c.
Awnings, marquees, and business signs as regulated in article XX of this chapter.

All operations in the M3 Mineral Extraction District shall conform with the performance standards set forth in the M2 Manufacturing District.

Lot area requirements for the M3 district shall be not less than 15 acres.

Floor area ratio in the M3 district shall not exceed 0.4.

Except as otherwise required herein or by applicable M2 district performance standards, yards shall be provided in accordance with the following:
(1)
Front yard: Not less than 40 feet in depth;
(2)
Side yards: Not less than 40 feet in width;
(3)
Rear yard: Not less than 40 feet in depth.

Sign standards in the M3 district shall be as in the M1 district.

Off-street parking and loading shall be in accordance with regulations set forth in article XXIII of this chapter.
