The guidelines established herein are set forth as minimum requirements for provision of landscaping.

   1.   Planting and Planting Screens. Planting and planting screens shall meet the following minimum standards:

      A.   Plant materials shall not be placed closer to the fence line or property line than a distance equal to one-half the mature spread of said plant material.

      B.   Where plant materials are planted in two or more rows, plantings shall be staggered in rows.

      C.   Plant materials shall be spaced on center at a distance not to exceed two-thirds of their mature spread.

      D.   No planting shall be done on any street or parking.

   2.   Time of Completion. All tree plantings and planting screens and landscaping required by this chapter or as a condition for approval of a site plan shall be installed prior to occupancy or commencement of use and shall thereafter be reasonably maintained with permanent plant materials to fulfill the intended purpose. Where compliance with the preceding sentence is not possible because of the season of the year, the Zoning Administrator shall grant an appropriate delay.
