In all districts in connection with every industrial, commercial, business, trade, institutional, recreational, or dwelling use, and similar uses, space for parking and storage of vehicles shall be provided in accordance with the following schedule. Required off-street parking facilities shall be primarily for the parking of private passenger automobiles of occupants, patrons, or employees of the principal use served.
1. Minimum Required Off-Street Parking.
(1) Single-family dwellings – 2 spaces per unit.
(2) Community meeting or recreation buildings – 1 space for every 50 square feet of floor area.
(3) Park, playground, or playfield – 5 spaces for each acre developed for active use.
(4) Public swimming pool – 10 spaces plus 1 space for every 200 square feet of water area.
(5) Golf courses and country clubs, except miniature courses or driving ranges for a profit – 3 spaces per green or 1 space for every 100 square feet of club house floor area, whichever is greater.
(6) Elementary or secondary school – 1 space per classroom and office plus 1 space for every 6 seats in the main auditorium or stadium.
(7) Churches and other places of worship – 1 space for every 5 seats in the main auditorium.
(1) Single-family dwellings – 2 spaces per unit.
(2) Two-family dwellings – 2 spaces per unit.
(3) Community meeting or recreation buildings – 1 space for every 50 square feet of floor area.
(4) Park, playground, or playfield – 5 spaces for each acre developed for active use.
(5) Public swimming pool – 10 spaces plus 1 space for every 200 square feet of water area.
(6) Golf courses and country clubs, except miniature courses or driving ranges for a profit – 3 spaces per green or 1 space for every 100 square feet of club house floor area, whichever is greater.

(8) Churches and other places of worship – 1 space for every 5 seats in the main auditorium.

(3) Multiple family dwelling; two (2) spaces per unit.
(4) Community meeting or recreation building – 1 space for every 50 square feet of floor area.
(5) Park, playground, or playfield – 5 spaces for each acre developed for active usage.
(6) Elementary or secondary school – 1 space per classroom and office plus 1 space for every 6 seats in the main auditorium or stadium.
(7) Private kindergartens and day nurseries – 1 space plus 1 space for each employee.
(8) Churches and other places of worship – 1 space for every 5 seats in the main auditorium.
(9) Funeral parlor – 1 space for every 5 seats in the main auditorium.
(10) Public housing developments – 2 spaces for each one unit.
(11) Rooming or boarding house – 1 space for every 2 beds.
(1) Dwellings - 2 spaces for each dwelling unit plus 1 space for every 2 occupants.
(2) Other permitted uses -- Same as R-2.
(1) Automotive display, sales, service, and repair – 1 space for every 300 square feet of sales, service or office floor area.
(2) Dry cleaners or laundry – 1 space for every 300 square feet of sales, service, or office floor area.
(3) Greenhouse and plant nursery – 1 space for every 100 square feet of floor area.
(4) Restaurant, nightclub, café, or tavern – 1 space for every 100 square feet of floor area.
(5) Dance hall and skating rink – 1 space for every 100 square feet of floor area.
(6) Drive-in eating and drinking establishment – 5 spaces for every 100 square feet of floor area.
(7) Bowling alley – 4 spaces per lane or alley.
(8) Drive-in banks – 4 spaces per teller window.
(9) Motel, hotel, or tourist campground – 1 space per unit.
(10) Dwelling unit above a store or shop – 1 space per unit.
(11) Bus terminal – 6 spaces plus 1 off-street loading space for each bus serving the terminal.
(12) Farm implement display, sales, service, and repair – 1 space for each employee plus 1 space for each vehicle used by the industry.
(13) Railroads and public utilities but not including storage or maintenance yards and buildings – 1 space for each employee plus 1 space for each vehicle used by the industry.
(14) Boats, motors, travel trailers, and mobile home display, sales, service, and repair – 1 space for every 100 square feet of sales, service, and office floor area.
(15) Miniature golf courses and driving ranges – 10 spaces plus 1 space for each employee.
(1) Single-family dwellings – 2 spaces per unit.
(2) Two-family dwellings – 2 spaces per unit.
(3) Multiple-family dwelling – 2 spaces per unit.
(4) Community meeting or recreation building – 1 space for every 50 square feet of floor area.

(1) Manufacturing and processing uses that are contained within a building and have no exterior storage, create no offensive noise, dust, odor, vibration, or create electrical interference – 1 space for every 2 employees plus 1 space for each vehicle used by the industry.
(2) Animal hospital or kennel – 1 space for every 200 square feet of sales, service, or office floor area.
(3) Wholesaling and warehousing but not including the bulk storage of liquid fertilizer or petroleum products under pressure – 1 space for each employee plus 1 space for each vehicle used by the industry.
(4) Farm implement display, sales, service, and repair – 1 space for each employee plus 1 space for each vehicle used by the industry.
(5) Lumber yard and building material sale and storage – 1 space for each employee plus 1 space for each vehicle used by the industry.
(6) Truck and freight terminal – 1 space for each employee plus 1 space for each vehicle used by the industry.
(7) Truck display, sales, repair, and storage – 1 space for each employee plus 1 space for each vehicle used by the industry.
(8) Grain storage bins – 1 space for each employee plus 1 space for each vehicle used by the industry.
(9) Grain elevator and feed mill – 1 space for each employee plus 1 space for each vehicle used by the industry.
(10) Welding and repair shop – 1 space for each employee plus 1 space for each vehicle used by the industry.
(11) Tool, die, and machine shops – 1 space for each employee plus 1 space for each employee plus 1 space for each vehicle used by the industry.
(12) Railroad and public utilities including storage and maintenance yards – 1 space for each employee plus 1 space for each vehicle used by the industry.
(13) Contractor’s storage yard – 1 space for each employee plus 1 space for each vehicle used by the industry.
(14) Automobile paint and body shops – 1 space for each employee plus 1 space for each vehicle used by the industry.
(15) Plumbing, heating, air conditioning, and sheet metal shops – 1 space for each employee plus 1 space for each vehicle used by the industry.
(16) In addition to the above requirements, all uses shall provide at least 1 loading space for each 10,000 square feet of floor area.
2. In case of any building, structure, or premises, the use of which is not specifically mentioned herein, requirements for a use that is so mentioned and to which said use is similar shall apply.
3. Every parcel of land hereafter used as a public or private parking area, including a commercial parking lot, shall be developed and maintained in accordance with the following requirements:
A. No part of any parking space or parking lot shall be closer than 5 feet to any established street right-of-way or alley lines or 8 feet to any side lot line. In case the parking lot adjoins an R District, it shall be set back at least 8 feet from the R District boundary and shall be effectively screen-planted.
B. Any off-street parking area, including any commercial parking lot, shall be surfaced with an asphaltic, Portland cement binder pavement, or such other surfaces as shall be approved by the City Council.
C. Any lighting used to illuminate any off-street parking area including any commercial parking lots shall be so arranged as to reflect the light away from adjoining premises in any R District.
D. Off-street parking areas may be established in any R District that immediately joins a C or I District, provided such parking shall be accessory to and for use of one or more business or industrial establishments located in the adjoining C or I District; provided, however, such transitional use shall not extend more than 100 feet from the boundary of the less restricted zone.
E. An 8-foot landscaped yard shall be maintained between said parking area and adjoining lots in residential districts. Said landscaped yard shall be separated from the parking area by a screen planting, masonry wall, or fence constructed of wood or other suitable material. Said planting, wall, or fence shall obscure the activity, be at least 6 feet in height and be maintained in good condition. A landscaped berm may be substituted for the required screen, wall, or fence, provided that it is at least 4 feet in height and 30 feet in width, height measured from the surface of the area to be screened.
F. Where the provision of off-street parking for 50 or more vehicles is required, there shall be landscaped open space (which may be included in computing any open space otherwise required by this chapter) within the perimeter of the parking area or areas, in the minimum amount of 18 square feet for each parking space, which shall be so located that no parking space is more than 120 feet from a portion of the landscaped open space required herein, the required landscaped open space need not be contiguous, but there shall be at least one tree in each separate area. All plant materials shall be kept pruned to maximize visibility through them between a height of 3 feet and 8 feet, except where located so as to create no hazards to drivers or pedestrians.
4. Parking spaces required by this chapter shall be designed in accordance with the following regulations:
A. Each required parking stall not be less than 9 feet in width and not less than 19 feet in length.
B. Maneuvering space required is the aisle width necessary to permit the safe and convenient parking of a motor vehicle and is based on the degree of angle parking provided. Aisles shall be provided as follows:
If the degree of angle of parking provided is not listed above, the aisle width required shall be the next largest angle of parking shown above.
C. Except at designated access points, curbing, or wheel barriers shall be installed along the perimeter of any parking area in such a manner as to prevent a parked vehicle from encroaching into any required setback, yard, or landscaped open space.
