SECTION I

- PLANNING AND ZONING COMMISSION.

A Planning and Zoning Commission is hereby created. The Commission shall consist of seven members, appointed by the Mayor and approved by the City Council, each to be appointed for a term of three years, excepting that when the Commission shall be created, three members shall be appointed for a term of three years, two for a term of two years, two for a term of one year. Members shall be removable for cause by the Mayor and the City Council upon written charges and after public hearing. Vacancies for any member with an unexpired term, shall be filled by the Mayoral appointment with the approval of the City Council.

The Commission shall adopt rules for the conduct of its business, elect a chairman and vice-chairman, establish a quorum and procedures, and keep public record of all findings and decision. Meetings of the Commission shall be held at the call of the chairman and at such other times as the Commission may determine. Each session of the Commission shall be a public meeting with public notice of said meeting and business agenda to be published in a newspaper of general circulation in the city, at least one time seven days prior to the meeting. The City Engineer/Zoning Administrator shall act as Secretary for the Commission.
