- "M-2" HEAVY MANUFACTURING DISTRICT REGULATIONS.
The regulations set forth in this section, or set forth elsewhere in this Ordinance when referred to in this section, are the regulations in the "M-2" Heavy Manufacturing District.
1.
Use regulations. A building or premises shall be used only for the following purposes:
a.
Any nonresidential use permitted in the "M-1" Light Manufacturing District.
b.
Central mixing plants for concrete, mortar, plaster or paving materials.
c.
Grain processing.
d.
Manufacture of clay, stone, and glass products.
e.
Automobile wrecking, wrecked cars and parts storage and sales, junk and salvage (metal, paper, rags, waste or glass) storage, treatment and baling all with Special Use Permits only. All junk and salvage yards located within the city limits shall have a solid fence, at least eight feet high, completely surrounding the property. The Special Use Permit may have additional fencing requirements.
f.
Manufacture or assembly of boats, bolts, nuts, screws, electrical appliances, tools, dies, machinery and hardware products, sheetmetal products and vitreous enameled products.
g.
Office and office buildings incidental to use allowed in the "M-2" District and located within the same district.
h.
Public buildings and public facilities.
i.
Manufacture of boxes, crates, furniture, baskets, veneer, and other wood products of a similar nature.
j.
Manufacture of rugs, mattresses, pillows, quilts, millinery, hosiery, clothing and fabrics, and printing and finishing of textiles and fibers into fabric goods.
k.
Any other use not in conflict with the enacted laws of the State of Texas or the City of Snyder regulating nuisances, provided that no use emitting or likely to emit substantial amounts of dust, odor, gas, smoke, or noise, and none of the following specific uses, shall be permitted unless approved by the City Council after a review and report of the Planning and Zoning Commission subject to such requirements as it may deem necessary to protect adjacent property and prevent objectionable or offensive conditions:
1)
Acid manufacture.
2)
Distillation of bones.
3)
Manufacture or storage of explosives.
4)
Fat rendering.
5)
Fertilizer manufacture.
6)
Garbage, offal or dead animal reduction or dumping.
7)
Glue manufacture.
8)
Stockyards or storage of combustible materials.
9)
Wholesale storage of combustible materials.
10)
Any similar use that would be hazardous to the public health, safety or welfare.
l.
A secondary residential use site built or industrial manufactured home with a living area not to exceed one thousand square feet of living area, when all yard area and setback requirements are met, as set forth in Section XII and Section XIII.
2.
In authorizing any of the uses in this subsection, there may be imposed such reasonable requirements as to landscaping, screening and other features of the development as are deemed necessary to protect adjacent property and prevent objectionable or hazardous conditions.
3.
Parking regulations. Off-street parking spaces shall be provided in accordance with the requirements for specific uses set forth in Section XV (15) [Section XIV].
4.
Height and area regulations. The height and area regulations set forth in Sections XIII (13) and XIV (14) [Sections XII and XIII] shall be observed.
5.
Buffer areas. Where manufacturing uses abut a residential district, an adequate buffer or screen shall be provided to visually screen the manufacturing use from the residential area. The buffer shall consist of a suitable fence or planting screen of shrubbery maintained at a minimum height of eight feet, located within the required eight feet wide side yard.
