- ENFORCEMENT, APPLICATIONS AND PERMITS.

This Ordinance and the regulations contained herein shall be enforced by police officers, code enforcement officers, animal services officers, building officials, building inspectors, and fire marshals of the City and each shall have the authority to issue citations for any violation of this Ordinance.
2.
It shall be unlawful to commence or to proceed with the erection, placing, construction, conversion, alteration, enlargement, tension [extension], raising or moving of any building or structure, or of any portion thereof, without first having applied in writing to the Zoning Administrator for a building permit to do so and a building permit having been granted therefor.
3.
Every application for a building permit shall be in writing and delivered to the Zoning Administrator and shall be accompanied by a detailed set of plans, in duplicate, showing the size of the proposed building or structure, its location on the lot, the basic materials of which it is to be constructed and the details and type of construction to be used. On the issuance of a permit, one set of said plans shall be retained by the Zoning Administrator as a permanent record and one set shall be returned to the applicant. Where any building or structure is to be located outside the fire districts, the substitution of a thorough written statement covering the essential information required on said plans, may be submitted.

Blank forms shall be provided by the Zoning Administrator for the use of those applying for permits as provided for in this Ordinance. Any permits issued by the Zoning Administrator shall be on standard forms for such purpose and furnished by the City.
5.
A careful record of all such applications, plans, and permits shall be kept in the office of the Zoning Administrator.
The fees to be charged for building permits from and after the passage of this Ordinance shall be in the amounts established by city council.
6.
Any building permit under which no construction work has been commenced within six months after the date of issue of said permit, or under which the proposed construction has not been completed within two years of the date of issue, shall expire by limitation; and no work or operation shall take place under such permit after expiration. Upon reapplication and approval by Zoning Administrator, a new building permit will be issued and construction may be resumed.
7.
No building permit shall be issued for, and no building shall be erected on any lot within the territorial jurisdiction of the City of Snyder unless the street giving access to the lot on which the building is proposed to be placed conforms to the requirements of the Major Street Plan of the City of Snyder, as it may exist.
