- "C-1" COMMERCIAL DISTRICT REGULATIONS.
The regulations set forth in this section, or set forth elsewhere in this Ordinance when referred to in this section, are the regulations in the "C-1" Commercial District.
1.
Use regulations. A building or premises shall be used only for the following purposes:
a.
Any "R" District use, excluding residences and mobile homes. However, a single-family residential use (that is not a mobile home) which is in conjunction with, and secondary in use to a commercial establishment shall be allowed.
b.
Single- or multi-story, multifamily residential units by Planned Development Special Use Permit only.
c.
Dressmaking, tailoring, shoe repairing, repair of household appliances.
d.
Funeral homes or mortuaries.
e.
Hotels and motels.
f.
Offices and office buildings.
g.
Automobile service and filling stations, provided that storage tanks are underground, including only minor repair work.
h.
Automobile washing, including the use of mechanical conveyors, blowers, and steam cleaning.
i.
Bicycle repair, sales and rental.
j.
Furniture, clothing, retail food, drug, hardware, household appliance, gift and book, sporting goods, photo supply, variety, and similar retail stores.
k.
Banks, savings and loan, and similar financial institutions.
l.
Personal service uses, including medical or dental clinics, barbershops, beauty shops, photographic or artist's studios, taxicabs, newspaper or telegraphic service stations, dry cleaning, self-service laundries, and other personal service uses of similar character.
m.
Feed and seed stores, florist shops, and greenhouses.
n.
Restaurants, cafes, and private clubs.
o.
Theaters, assembly halls, and drive-in restaurants, each with a Special Use Permit only.
p.
Bus passenger terminals.
q.
Tire, muffler and exhaust sales and service.
r.
Any other type of retail store not specifically permitted herein when authorized by the City Council after receipt of review and recommendations from the Planning and Zoning Commission.
s.
Use customarily incidental to any of the above uses and accessory buildings when located on the same premises.
t.
Outdoor advertising structure or nonflashing sign pertaining only to use conducted within the building, and any sign or display in excess of 30 square feet in area shall be flat against the wall of the building and in no case shall any sign or display project above the roof line.
2.
Parking regulations. Off-street parking spaces shall be provided in accordance with the requirements for specific uses set forth in Section XV (15) [Section XIV].
3.
Height and area regulations. The height and area regulations set forth in Sections XIII (13) and XIV (14) [Sections XII and XIII] shall be observed.
