CD CONSERVATION DISTRICT
The intent of the CD district is to provide a protected land use classification and zoning classification for environmentally sensitive land that is considered to be a conservation area. A conservation area is a floodway of a river or a wetland of sufficient size to host a viable wetland habitat and may act as a wildlife corridor.
(a)
Wetlands;
(b)
Public and private passive recreational parks and their customary accessory uses;
(c)
Wildlife sanctuaries;
(d)
Water management areas;
(e)
Natural vegetation areas; and
(f)
Other uses may be considered by the city only if permitted by the city's flood avoidance regulations and city stormwater control measures.
Uses and structures which are customarily accessory and clearly incidental and subordinate to permitted uses.
3.24.2.1 Development plans for any vacant site greater than five acres vacant in size shall include a habitat analysis prepared by a recognized biologist, ecologist or similar professional (see article IV, Site plans, division 3, Required submittals and article 12, Environmental/resource protection, division 4, Habitat protection requirements).
3.24.4.2 The city will review habitat analysis studies for the purposes of determining new conservation areas.
3.24.5.1 Where a CD district abuts a lot zoned for residential use, a minimum 20-foot landscape buffer shall be provided along the adjacent side.
3.24.6.1 There are no minimum dimension requirements for this district.
3.24.6.2 A minimum of 80 percent of the site(s) must be maintained in green and open space (see Open space definition).
3.24.7.1 One space for each five patrons and one space for each two employees. It is the specific intent in this district to minimize the amount of impervious area needed to accommodate the parking required to support the use.
3.24.8.1 The maximum building height for any building or structure is three stories.
3.24.8.2 Towers are permitted at a maximum height of 80 feet.
