20 - RS RESIDENTIAL AND SERVICES DISTRICT
The purpose of the RS district is to provide for orderly and compatible development in transitional areas between residential and nonresidential districts and to establish and preserve areas for those commercial facilities which are especially useful in close proximity to residential areas, while minimizing the undesirable impact of such uses on the neighborhoods which they service.

A.
The following uses are permitted in the RS district:
1.
Any use permitted in the R2MF district;
2.
All principal and accessory uses and structures permitted in the R1L district;
3.
Residential care homes, provided they meet the definition included in Chapter 17.04 of this code, are certified by the state as a residential care home, and have a city business license.

Manufactured, mobile and modular homes are prohibited in the RS district.

Storage containers used for any purpose.

A.
The following uses may be permitted within the RS district subject to use permit application and hearing procedures set forth in Chapter 17.08 of this code:
1.
Any use permitted by use permit in the R2MF district;
2.
Day care centers;
3.
Hospitals, clinics, sanitariums and nursing homes for the care of humans;
4.
Institutions of an educational, religious, charitable or philanthropic nature;
5.
Offices wherein only professional, administrative, clerical or sales services are conducted;
6.
Personal services such as, but not limited to the following (provided the use is conducted within an enclosed building and materials and equipment are not offered for sale except incidental to the service):
a.
Beauty and barber shops,
b.
Photography,
c.
Group instruction,
d.
Tailoring,
e.
Small appliance repair;
7.
Private clubs, lodges or fraternal organizations operated solely for the benefit of bona fide members (including outdoor recreation or assembly facilities);
8.
Temporary mining operations;
9.
Transmitter stations and towers for automatic transmitting;
10.
Other uses also determined to be similar and not detrimental to the public health, safety, and welfare of the community.

The provisions of the D3 density district shall apply in the RS zoning district. A density change to D2, D1 or PAD is necessary to achieve greater densities or different development standards.
