13 - R1S RESIDENTIAL SINGLE- FAMILY SUBURBAN DISTRICT
The single-family suburban zone is to provide for and conserve rural and low density residential uses in areas of the city where large lots are desired and public facilities and utilities may be limited. The intent is also to foster orderly growth in rural areas as well as prevent urban and rural land use conflicts. Further, the R1S zoning shall only be applied to parcels that contain one hundred sixty gross acres or more in area throughout the conceptual plan, zoning, and preliminary plat stages of development. Final plat and improvement plans for smaller phases of the development may be prepared.

The uses permitted outright in the R1L district shall be permitted in the R1S district.

The provisions of the D43 density district shall apply in the R1S district. Modifications may be considered at the time of the preliminary plat review when, in the opinion of the city council, there exist extraordinary conditions of existing topography, or other circumstances not provided for in these regulations, the council may, upon investigation and recommendation by the development services director and planning and zoning commission, modify the density regulations as they relate to setbacks for dwelling units in such a manner and to such extent as it may deem appropriate to the public interest. In modifying the standards or requirements of these regulations, as outlined above, the council may make such additional requirements as appear necessary, in its judgment, to secure substantially the objectives of the standards or requirements modified.
