108 - MANUFACTURED HOME PARKS

The intent of this chapter is to provide for manufactured home park development at appropriate locations (which are deemed to be in the R-3 and RMH districts), to permit manufactured homes in areas without adversely affecting surrounding properties, and to provide safeguards for residents of manufactured homes.

A.
It is unlawful for any person to construct, alter, extend or operate any manufactured home (mobile home) park unless he holds necessary valid approvals and license issued by the County Environmental Health Department and State Department of Environmental Quality, when applicable.
B.
The owner or the installer of a manufactured home to be used as a residence must obtain a use permit or conditional use permit from the city of Columbus zoning officer before the manufactured home is installed on any lot, except within previously approved and licensed manufactured home (mobile home) park.
C.
A use permit is not required from the city of Columbus zoning officer when installing a manufactured home in a previously approved and licensed manufactured home (mobile home) park by the County Environmental Health Department and State Department of Environmental Quality, but the type of manufactured home placed in the licensed park must meet the requirements of the zoning code.

Any person desiring to enlarge, redesign or establish a manufactured home park shall submit a design plan for approval by the city-county planning board and city council and shall meet or exceed the Stillwater County and city of Columbus subdivision regulations, and Montana Department of Environmental Quality rules and regulations.

Each manufactured home must be installed in compliance with the manufacturer's recommended standards, applicable federal, state or local building codes.

Approval of manufactured home parks shall be subject to the Stillwater County and city of Columbus subdivision regulations and Montana Department of Environmental Quality rules and regulations.
B.
Approval of zoning permits for manufactured homes shall be obtained from the zoning officer as specified in this title.
