The intent of this chapter is to provide for recreational vehicle and travel trailer park development at appropriate locations within highway commercial (HC) zones in order to integrate travel trailer parks and campgrounds into certain areas of the community without adversely affecting surrounding properties.

A.

Accessory uses related to travel trailer parks and campgrounds management, occupant needs and enjoyment, recreational facilities, gift and souvenir shops, and other uses and structures customarily incidental to the operation of recreational vehicle and travel trailer parks;

B.

Other uses may be allowed when approved by the city council and in conformity to the following limitations:

1.

That such other uses including parking areas occupy not more than ten percent of the total park area,

2.

That such use shall be restricted to use by occupants of the RV park and located so that the other use will not interfere with the park use,

3.

That the other use is a permitted use of the district in which the RV park is to be located;

C.

Travel trailer parks and campgrounds may be used for recreational vehicles, travel trailers, equivalent facilities in or on automotive vehicles, tents or other short term recreational shelter arrangements on a temporary basis only.

If there appears to be a conflict between the regulations and standards in this chapter with any other local, state or federal regulations for travel trailer parks and campgrounds, the more restrictive regulations shall be followed.

It is unlawful for any person to construct, alter or extend any travel trailer park or campground unless he holds necessary valid permits issued by the Department of Environmental Health, State Department of Environmental Quality, and the city of Columbus.

Any person desiring to enlarge or establish a recreational vehicle and travel park shall meet or exceed design standards required by the Stillwater County and city of Columbus subdivision regulations, Montana Department of Environmental Quality, and any other applicable state and federal laws, rules and regulations.

Approval of a travel trailer park or campground shall be subject to the conditional use permit procedures as specified in Chapter 17.84, the Stillwater County and city of Columbus subdivision regulations, Montana Department of Environmental Quality and any other applicable state and federal laws, rules and regulations.
