The city-county planning board is required to function as the zoning commission of the city of Columbus. The zoning commission shall consist of the members of the city-county planning board.

Officers of the city-county planning board shall serve as officers of the zoning commission.

The zoning commission shall have the power and duty to investigate and shall make a preliminary report to the city council of its investigations on the boundaries of various zoning districts and appropriate regulations to be enforced.

After such preliminary report is presented to the city council the zoning commission will hold a public hearing on the preliminary report. After the conclusion of the public hearing the zoning commission shall make and submit to the city council its final report of their recommendations on the zoning map and regulations.

The zoning commission shall also process requests for zone changes and amendments in compliance with Chapter 17.132.
