All outdoor lighting, whether for off-street parking or recreation areas, shall provide for lights focused downwards, or other such orientation so as to prevent light spillage off the site.

Wall mounted lights are prohibited unless fitted with cutoff luminaries, in accordance with the design intent stated above.
