CHAPTER 16

36 - REFUSE AND RECYCLING AREAS

16.36.010 - Screening of refuse areas.

Those areas adjacent to or within the parking area designated as refuse, storage and pickup areas shall be properly screened to prevent the unsightly display and the scattering of debris. The following minimum requirements shall apply:

A.

The area shall be surrounded on at least three sides by a solid wall not less than five feet nor more than eight feet in height and maintained in good condition. The wall of an adjacent building may serve as one side. Such fence shall be exempt from any other provisions of this code regulating the height of fences and requiring permits therefor.

B.

The opening in such screen wall or fence shall be located as to prevent the visual display of refuse from any adjacent parking area or street.

C.

The area shall have a concrete pad that extends beyond the area screened. The concrete pad shall be of four thousand (4,000) psi concrete, and a minimum six inches thick. The concrete shall be sloped a minimum of two percent. Spring activated, self-closing doors are recommended, although other means will be considered by the board.

16.36.020 - Recycling areas.

A.

Definitions. As used in this section:

"Multifamily housing development" means a building containing three or more dwelling units occupied or intended to be occupied by persons living independently of each other, or a group of such buildings.

"Recycling area" means space allocated for collection and storage of source separated recyclable materials.

B.

Dimensions of Recycling Area and Bins. There shall be included in any new multifamily housing development that requires subdivision or site plan approval an indoor or outdoor recycling area for the collection and storage of residentially generated recyclable materials. The dimensions of the recycling area shall be sufficient to accommodate recycling bins or containers which are of adequate size and number, and which are consistent with anticipated usage and with current methods of collection in the area in which the project is located. The dimensions of the recycling area and the bins or containers shall be determined in consultation with the township recycling coordinator, and shall be consistent with the district recycling plan adopted pursuant to N.J.S.A 13:lE-99.13 and any applicable requirements of the township master plan.

C.

Location of Recycling Area. The recycling area shall be conveniently located for the residential disposition of source separated recyclable materials, preferably near, but clearly separated from, a refuse dumpster.

D.

Safety and Accessibility of Area. The recycling area shall be well lit, and shall be safely and easily accessible by recycling personnel and vehicles. Collection vehicles shall be able to access the recycling area without interference from parked cars or other obstacles. Reasonable measures shall be taken to protect the recycling area and the bins or containers placed therein against theft of recyclable materials, bins or containers.

E.

Protection Against Adverse Environmental Conditions. The recycling area or the bins or containers placed therein shall be designed so as to provide protection against adverse environmental conditions which might render the collected materials unmarketable. Any bins or containers which are used for the collection of recyclable papers or cardboard and which are located in an outdoor recycling area shall be equipped with a lid, or otherwise covered, so as to keep the paper or cardboard dry.

F.

Signs. Signs clearly identifying the recycling area and the materials accepted therein shall be posted adjacent to all points of access to the recycling area. Individual bins or containers shall be equipped with signs indicating the materials to be placed therein.

G.

Landscaping Fencing. Landscaping and/or fencing shall be provided around any outdoor recycling area and shall be developed in an aesthetically pleasing manner.
