69 - ZONING—SCD SENIOR CITIZEN ZONE
It is the purpose of this zone to encourage a flexibility of housing density, designs and types not otherwise allowable in a residential district, to provide for greater convenience and efficiency in meeting the needs of the population, conserving the value of land, lessening traffic burdens, and further protecting environmental and natural resources.

A.
Any development shall preserve "sensitive open space", defined as floodplains and wetlands.
B.
Developments must demonstrate a comprehensively planning community that provides architectural consistency, and well designed recreation, for the future residents of the development.
C.
Internal traffic circulation patterns and access to major roadways must be designed to be safe and adequate for the number of projected residences.
D.
A public transit shelter shall be provided to serve the needs of the residents.
E.
Provisions shall be made for low and moderate income housing which is indistinguishable from market-rate units, both in terms of architectural style and materials used, and which shall be integrated into the overall residential design of the development.

Permitted uses in the SCD include single-family detached homes. At the discretion of the planning board, where design standards, character of the property, and the best interests of the zone plan dictate, the affordable housing component may be met through the construction of single-family attached units. Any senior citizen housing development must be designed to be compatible with the character of the surrounding neighborhood. The development standards set forth herein shall be used to establish appropriate compatibility.

A.
Gross Development Area. The maximum gross area for development shall be a minimum of thirty (30) contiguous acres.
B.
Maximum Density. The maximum density shall not exceed three dwelling units per acre.
C.
Age Restrictions. All units within a development in the SCD shall be age-restricted to at least one resident per unit, meeting the allowable minimum age restriction as permitted by federal law under age-restricted housing provisions at the time of occupancy. At the time of adoption of this ordinance, said age restriction is fifty-five (55) years of age.
D.
At least ten (10) percent of all units within a development in the SCD shall be set aside for low and moderate-income residents, five percent for low income housing, and five percent for moderate income housing pursuant to the New Jersey Council of Affordable Housing (COAH) rules and regulations.
E.
A minimum of thirty (30) percent of the gross acreage of any senior citizen development within the SCD must be exclusively devoted to open space purposes. At least nine acres of land, exclusive of floodplains, wetlands, wetland buffers, or storm water detention/retention basins are required to be set aside for active open space. Not less than three acres of the required open space should be reserved for development of clubhouse facilities, swimming pools, tennis courts, jogging areas, etc., to meet the specific recreational need of the residents of the age-restricted community.
F.
Public water and sewer facilities shall be provided for every building erected in whole or in part as a residential dwelling.
G.
An irrigated landscape buffer of a minimum of one hundred (100) feet in width shall be provided between the SCD development and all adjacent roads. An irrigated landscape buffer of a minimum of fifty (50) feet in width shall be provided between the SCD development and any adjacent railroad line.
H.
Where lands or improvements are owned in common, a homeowners association shall be created to hold title to, and maintain, such common lands or improvements.
I.
Where single-family detached homes are proposed, dimensional and other requirements as are set forth below shall be followed.

B.
Minimum Frontage Requirements. Each lot shall have a minimum frontage requirement on an improved street of not less than sixty-five (65) feet.
C.
Minimum Yard Requirements:
Front yard: thirty (30) feet.
Side Yards: ten (10) feet per side yard, twenty (20) feet aggregate for both side yards.
Rear Yard: twenty-five (25) feet.
D.
Impervious Coverage. The maximum impervious coverage (buildings, driveways and other permanent structures) shall be no greater than fifty-five (55) percent.

An age-restricted housing option is part of the township's redevelopment plan. When this option is exercised, under the guidelines and requirements of the township's redevelopment plan, the permitted uses and standards set forth therein shall supersede the requirements, restrictions and standards set forth herein, to the extent that they may differ from or be inconsistent with any requirements, restrictions and standards set forth herein. Otherwise, the requirements, restrictions and standards set forth herein shall apply.
