22A AIRPORT MASTER PLAN

§ 17.22A.010 Purpose.

The purpose of this chapter is to acknowledge and make reference to the Jack Northrop Field Hawthorne Municipal Airport master plan (AMP) as approved by the city council, including the airport layout plan (ALP) as approved by the Federal Aviation Administration (FAA). The boundaries of the Jack Northrop Field Hawthorne Municipal Airport covered by the airport master plan are shown on the official zoning map of the city.

§ 17.22A.020 Airport master plan.

The Jack Northrop Field Hawthorne Municipal Airport master plan, a copy of which is on file in the office of the city clerk, shall be the governing land use document for the eighty acre area covered by that master plan. The boundaries of the master plan area are shown on the zoning map and depicted with a zoning designation of Hawthorne Municipal Airport master plan (AMP).
This master plan was prepared to evaluate the airport's capabilities and role, to forecast future aviation demand, and to plan for the timely development of facilities as may be required to meet future demand. The ultimate goal of the master plan is to provide systematic guidelines for the airport's overall maintenance, development, and operation.

§ 17.22A.030 Relationship of master plan to zoning ordinance.

The provisions of the master plan shall control over duplicative and conflicting provisions of the Hawthorne zoning ordinance. In the event the adopted master plan is silent as to a development standard or procedure, the provisions of the Hawthorne zoning ordinance shall control.

§ 17.22A.040 Determination of consistency.

All new construction, new additions to buildings, and any other exterior improvements that require issuance of a building permit within the airport master plan area shall be subject to the provisions of the airport master plan and shall be found compatible with the airport master plan, including the airport layout plan. Review of plans for consistency with the requirements of the airport master plan shall be the responsibility of the planning director. Such items as building height, placement, and design shall be subject to the planning director's review and approval for airport master plan conformance and consistency. Review by other city departments and agencies may be required depending on the nature of the proposed improvement.
Appeals on any administrative determination by the planning director shall be taken to the planning commission pursuant to the procedures as set forth in Section 17.40.190 of the Hawthorne Municipal Code. Appeals from the planning commission shall be taken to the city council as provided in Section 17.40.220 of the Hawthorne Municipal Code.
