Underground fallout shelters are permitted to be located on any lot or site in an "R" zone; provided, no part of the shelter may project above the ground level except for vents and an entrance covering a horizontal area of not to exceed twenty-four square feet, which vents and entrance may extend not more than two feet above the ground level. A fallout shelter constructed as herein provided shall not be considered to be a building for purposes of determining required open spaces.
