CHAPTER 20

56 - M-2 HEAVY INDUSTRIAL DISTRICT

20.56.010 - Chapter applicability.

The regulations set forth in this chapter or set forth elsewhere in this title when referred to in this chapter are the regulations in the M-2 heavy industrial district.

20.56.020 - Use regulations.

A building or premises shall be used only for the following purposes:

(1)

Any use permitted in the M-1 light industrial district except that no dwelling other than that for a resident watchman or caretaker employed on the premises shall be permitted;

(2)

The following uses are permitted when not in conflict with any Iowa statute or ordinance of the city, regulating nuisances, including the manufacture, compounding, processing, packaging or treatment of the following products:

(A)

Chemical, petroleum, coal and allied products:

Adhesives

Alcohol, industrial

Bleaching

Bluing

Calcimine

Candles

Cleaning and polishing preparation (nonsoap), dressing and blackings

Dye stuff

Essential oils

Exterminating agents and poisons

Fertilizer (nonorganic)

Fuel briquettes

Glue and size (vegetable)

Ink manufacture from primary raw materials (including colors and pigments)

Soap and soap products,

(B)

Clay, stone and glass products:

Abrasive wheels, stones, paper, cloth and related products

Asbestos products

Brick, firebrick, and clay products

Concrete products or central mixing and proportioning plant

Glass and glass products

Graphite and graphite products

Monument and architectural stone

Pottery and porcelain products (coal-fired)

Refractories (other than coal-fired)

Sand-lime products

Stone products

Wallboard and plaster, building, insulation and composition flooring,

(C)

Food and beverage:

Casein

Chocolate and cocoa

Cider and vinegar

Distilleries (alcoholic), breweries and alcoholic spirits

Flour, feed and grain milling or storage

Gelatin

Glucose or dextrine

Malt extracts

Meat packing

Molasses

Oil, shortenings, and fats (including oleomargarine)

Pickles, vegetable relish and sauces

Poultry (including slaughter)

Sauerkraut

Sugar refining

Yeast manufacture,

Metal and metal products:

Agricultural or farm implement manufacture

Aircraft and aircraft parts manufacture

Aluminum extrusion, rolling, fabrication and framing

Boiler manufacture (other than welded)

Culvert manufacture

Firearms manufacture

Forge plant, pneumatic, drop and forging hammering

Foundries

Galvanizing or plating (hot dip)

Heating, ventilating, cooking and refrigeration supplies and appliances

Lead oxide

Locomotive and railroad car building and repair

Machinery manufacture

Motor testing (internal combustion motors)

Nail, brad, tack, spike and staple manufacture

Needle and pin manufacture

Ore dumps and elevators

Plumbing supplies

Safe and vault manufacture

Shipyard

Stove and range manufacture

Structural iron and steel fabrication and manufacture

Tool, die, gauge and machine shops

Tools and hardware products

Trailers

Wire rope and cable,

(E)

Textiles, fibers and bedding:

Bedding (mattress, pillow and quilt) manufacture

Bleachery

Carpet, rug and mat manufacture

Cordage and rope

Hair and felt product washing, curing and dyeing

Hosiery mill

Jute, hemp and sisal products

Linoleum and other hard-surfaced floor covering

Nylon

Oilcloth, oil-treated products and artificial leather

Rayon

Shoddy

Wool pulling or scouring,

(F)

Wood and paper products:

Barrels

Box and crate manufacture

Carriages and wagons

Charcoal and pulverizing

Cooperage works

Excelsior

Furniture

Paper and paperboard products

Planing and millwork

Pulp goods, pressed or molded (including papier mache products)

Carbon paper and ribbons

Chewing tobacco

Leather tanning and curing

Rubber (natural and synthetic), gutta percha, chicle and balata processing

Shell grinding

Storage battery (wet cell),

(H)

Other uses:

Bag cleaning

Coal pocket

Oils, vegetable and animal (nonedible) and storage

Open coal and coke storage and sales

Paint, lacquer, shellac and varnish (including colors and pigments, thinners and removers)

Police firing range as provided in Section 2.88.205

Railroad yard, roundhouse, repair and overhaul shops

Roofing materials, building paper and felt (including asphalt and composition)

Salt tanning materials and allied products

Tar products (except distillation);

(3)

Any of the following uses, when granted a special use permit by the City of Keokuk Board of Adjustment after investigation, and after report of the city planning commission:

(A)

Acid manufacture;

(B)

Automobile wrecking, cars and parts, storage and sale;

(C)

Auto racetrack and dragstrip;

(D)

Cement, lime, gypsum, or plaster of paris manufacture;

(E)

Distillation, manufacture, or refining of bones, coal, or tar asphalt;

(F)

Explosives, manufacture or storage;

(G)

Fat, grease, lard, or tallow rendering or refining;

(H)

Fertilizer manufacture (from organic matter);

(I)

Glue or size manufacture;

(J)

Garbage, offal, or dead animal reduction or dumping;

(K)

Junk and salvage of metal, paper, rags, waste, or glass, storage treatment bailing;

(L)

Paper manufacture;

(M)

Petroleum or asphalt refining;

(N)

Petroleum products terminal;

(O)

Recycling or redemption centers in compliance with the requirements of Section 20.68.080 of the city zoning code;

(P)

Smelting of tin, copper, zinc, or iron ores;

(Q)

Storage or processing of raw hides or fur;

(R)

Stockyards or slaughter of animals, except poultry;

(S)

The extraction of sand, gravel, and other raw materials requiring the removal of an overburden above the deposit; provided, however, that any bulk storage of extracted material or overburden and any processing or extraction machinery or the open face of any cut shall be at least five hundred feet from any residential structure, place, street, or use.

Other uses similar to those set out in this section when approved by the board of adjustment as provided in Chapter 20.76.

20.56.030 - Height and area regulations.

The height and area regulations set forth in Chapter 20.60 shall be observed.

20.56.040 - Parking and loading regulations.

Off-street parking and loading spaces shall be provided in accordance with the requirements for specific uses set forth in Chapter 20.64.
