56 - M-2 HEAVY INDUSTRIAL DISTRICT

The regulations set forth in this chapter or set forth elsewhere in this title when referred to in this chapter are the regulations in the M-2 heavy industrial district.

A building or premises shall be used only for the following purposes:
(1)
Any use permitted in the M-1 light industrial district except that no dwelling other than that for a resident watchman or caretaker employed on the premises shall be permitted;
(2)
The following uses are permitted when not in conflict with any Iowa statute or ordinance of the city, regulating nuisances, including the manufacture, compounding, processing, packaging or treatment of the following products:
(A)
Chemical, petroleum, coal and allied products:
Adhesives
Alcohol, industrial
Bleaching
Bluing
Calcimine
Candles
Cleaning and polishing preparation (nonsoap), dressing and blackings
Dye stuff
Essential oils
Exterminating agents and poisons
Fertilizer (nonorganic)
Fuel briquettes
Glue and size (vegetable)
Ink manufacture from primary raw materials (including colors and pigments)
Soap and soap products,
(B)
Clay, stone and glass products:
Abrasive wheels, stones, paper, cloth and related products
Asbestos products
Brick, firebrick, and clay products
Concrete products or central mixing and proportioning plant
Glass and glass products
Graphite and graphite products
Monument and architectural stone
Pottery and porcelain products (coal-fired)
Refractories (other than coal-fired)
Sand-lime products
Stone products
Wallboard and plaster, building, insulation and composition flooring,

Open coal and coke storage and sales
Paint, lacquer, shellac and varnish (including colors and pigments, thinners and removers)
Police firing range as provided in Section 2.88.205
Railroad yard, roundhouse, repair and overhaul shops
Roofing materials, building paper and felt (including asphalt and composition)
Salt tanning materials and allied products
Tar products (except distillation);
(3)
Any of the following uses, when granted a special use permit by the City of Keokuk Board of Adjustment after investigation, and after report of the city planning commission:
(A)
Acid manufacture;
(B)
Automobile wrecking, cars and parts, storage and sale;
(C)
Auto racetrack and dragstrip;
(D)
Cement, lime, gypsum, or plaster of paris manufacture;
(E)
Distillation, manufacture, or refining of bones, coal, or tar asphalt;
(F)
Explosives, manufacture or storage;
(G)
Fat, grease, lard, or tallow rendering or refining;
(H)
Fertilizer manufacture (from organic matter);
(I)
Glue or size manufacture;
(J)
Garbage, offal, or dead animal reduction or dumping;
(K)
Junk and salvage of metal, paper, rags, waste, or glass, storage treatment bailing;
(L)
Paper manufacture;
(M)
Petroleum or asphalt refining;
(N)
Petroleum products terminal;
(O)
Recycling or redemption centers in compliance with the requirements of Section 20.68.080 of the city zoning code;
(P)
Smelting of tin, copper, zinc, or iron ores;
(Q)
Storage or processing of raw hides or fur;
(R)
Stockyards or slaughter of animals, except poultry;
(S)
The extraction of sand, gravel, and other raw materials requiring the removal of an overburden above the deposit; provided, however, that any bulk storage of extracted material or overburden and any processing or extraction machinery or the open face of any cut shall be at least five hundred feet from any residential structure, place, street, or use.

Other uses similar to those set out in this section when approved by the board of adjustment as provided in Chapter 20.76.
