08 - INTERPRETATION AND ENFORCEMENT

In interpreting and applying the provisions of this title they shall be held to be the minimum requirements for the promotion of the public safety, health, convenience, comfort, morals, prosperity and general welfare. It is not intended by this title to interfere with or abrogate or annul any easements, covenants or other agreements between parties, or licenses, franchises or permits issued by the city, except that if this title imposes a greater restriction, in all cases except franchises issued by the city upon vote of the elector, this title shall control.

It is the duty of the city engineer (or his designated representative) to act as the zoning administrator and to enforce this title. Appeals from a decision of the zoning administrator may be made to the board of adjustment as provided in Chapter 20.76.
