It is the purpose of the MRZD to provide a residential environment for residents of low and moderate income housing, mobile homes, and multiple-family dwellings.

Uses of right in the MRZD shall be as follows: single-family dwellings, single mobile homes, single manufactured homes, single modular homes, duplexes, and public uses compatible with a residential environment, and home occupations.

The performance standards set out in Subdivisions 26-09-01 through 26-09-04 of this article shall apply in the MRZD unless otherwise authorized herein. No signs shall be displayed other than temporary "for sale" or "for rent" signs.

Applicability of other regulatory provisions. Mobile home parks shall be subject to the requirements of the town's subdivision regulations (Chapter 24 of this code) and to the additional requirements imposed in this chapter.
Unit space size. Mobile home, Manufactured home, and Modular home unit spaces shall be a minimum of four thousand square feet, have a minimum width of fifty feet and shall not exceed eight units per acre.
Setbacks. Mobile homes, Manufactured homes, and Modular homes in parks shall be set back at least fifteen feet from any internal street, at least twenty-five feet from an external street, and at least ten feet from the mobile home park's boundary. Mobile homes in parks shall be set a minimum of fifteen feet from accessory buildings on other unit spaces.
Off-street parking. Mobile home parks shall provide adequate, all-weather, off-street parking at the rate of two spaces per unit.
Internal recreation area. All mobile home parks must provide an internal recreation area of at least one hundred square feet for each unit space. The recreation area must be adequately landscaped, lighted, and equipped.
Skirting and accessory structures. Mobile homes, Manufactured homes, and Modular homes in parks must be skirted within thirty days of their placement in a mobile home park. Non-flammable skirting must be attached to the residence and in good condition. Deteriorated, partially attached or broken skirting is in violation of this section. Structures may not be added to or over mobile homes in parks except open landings or steps with twelve or less square feet per landing.
Solid waste disposal. An adequately maintained solid waste container shall be provided for groups of units where the container is accessible by all-weather walkways and adequately sized for the potential loading. All containers shall conform to town standards.
Landscaped buffer area. Mobile home parks shall provide a landscaped buffer area for any RZD of at least thirty feet. The mobile park's recreational area may occupy all or a portion of this buffer area.
Prohibited Structures. Any off site built residential structure which has an attached metal support structure that was or is used for transportation and does not fall under the definition of a mobile home or the definition of a manufactured home, shall not be permitted within the Town limits. No mobile homes that were built prior to June 15, 1976 will be allowed to be placed within any mobile home park. A mobile home or manufactured home that is moved from its current location, in a mobile home park, which was built prior to June 15, 1976, will not be allowed to be placed in another location within the Town limits.
Water Meter Requirement. Each mobile home or manufactured home will be required to have its own water meter installed prior to occupancy in a mobile home park. Town employees shall have access at all times to all meter pits and adjacent water valves for repair, reading meters and turning water off and on. Only town employees will be permitted to turn water off and on with valve located in or adjacent to meter pit.
Responsibility and Violations. It is the responsibility of the mobile home, manufactured home or modular home renter or owner and the mobile home park owner to maintain the property according to current Town Code requirements. Violation of Town ordinances may result in concurrent warnings, citations, and fines as allowed by ordinance for both the mobile home park owner and current occupants of the mobile home, manufactured home, or modular home.

Minimum parcel size. Multiple-family dwellings shall be located on a minimum parcel size of six thousand square feet with an additional one thousand five hundred square feet required for each unit exceeding three.
Lot regulations. Multiple-family dwellings shall be set back at least thirty-two feet from the established curb or any public street and ten feet from any alley. No multiple-family dwelling structure shall occupy more than sixty percent of the parcel on which it is located. No more than sixty percent of the open area shall be occupied by parking. The open area shall be properly landscaped and maintained. Multiple-family dwellings that are placed on corner lots bounded on two sides by public streets shall be set back at least thirty-two feet from the established curb of each street or in line with existing structures. Side yards, except on a corner lot shall be at least ten feet in width from the furthest projection.
Off-street parking. All multiple-family dwellings shall provide adequate, all-weather off-street parking at a rate of two spaces per unit. Such parking shall be adequately lighted and drained and shall have access to public streets.
Solid waste disposal. All multiple-family dwellings shall provide adequate solid waste collection containers, accessible by all-weather walkways from the dwelling units, and conforming to all standards for such containers set by the town.
Building height. Building heights shall not exceed thirty-five feet for the purpose of providing adequate fire protection.

Single mobile homes, single manufactured homes, and single modular homes not in parks shall be placed on a perimeter support foundation at least three feet high of concrete block or poured concrete and a redwood or treated wood top plate to be anchored with anchor bolts. All wheel, axles and tongue must be removed. All water, sewer, electrical, and natural gas connections shall be permanently placed and meet all town and local utilities standards and codes, including setbacks for single-family dwellings.
Perimeter foundations. Perimeter foundation at least three feet high on single mobile homes, single manufactured homes and single modular homes shall be of masonry, or concrete with a redwood or treated wood top plate to be anchored with anchor bolts.
Maximum height. No single-family dwellings, single mobile homes, single manufactured homes, and single modular homes or duplexes shall exceed thirty-five feet in height.
Fences. Fences shall meet the requirements explained in Article 26-13 of this chapter.

Any electrical, plumbing, and heating system repair or replacement over $5,000 will require an inspection and approval by Town and/or appropriate State inspectors.
Responsibility and Violations. It is the responsibility of the (single) mobile home, (single) manufactured home or (single) modular home renter or owner and the land owner to maintain the real property according to current Town ordinance requirements. Violation of Town ordinances may result in concurrent warnings, citations and fines as allowed by ordinance for both the land owner and current occupants of the mobile home, manufactured home or modular home.

Proof of state license required. The applicant shall present proof that a state license has been obtained for the operation of the business.
Sign display. Professional occupancies may display a single sign covering a maximum of six square feet. The sign may be attached to the building or may be located a minimum of ten feet from the established curb and a minimum of fifteen feet from the side property line.
Open storage or sales areas prohibited. Professional occupancies shall have no open storage or open sales area.
Parking. A sufficient number of parking spaces shall be provided which confines all customer and employee parking to the site and to the street right-of-way along the property line of the site. On-site diagonal parking may extend into the street right-of-way but cannot extend past the established curb. Alleys shall not be used for parking.
Lot regulations. The professional occupancy shall be required to meet all minimum setback requirements, height restrictions, density standards, and minimum lot size requirements of a single-family dwelling in this zone.
Permit renewal and review. Permits for professional occupancies shall be subject to renewal each year. Each year the professional occupancy shall be reviewed for compliance with all performance standards for a professional occupancy and findings of a conditional use.
