CHAPTER 280

STREET NAME CHANGE REQUESTS

15.280.01: PURPOSE:

A street name change request provides a process authorize the alteration of an existing public street name or private access name through a public hearing process. The street name change request provides for a process that allows for public input as well as a review by the emergency service providers to avoid confusing or conflicting name that may impair the provision of emergency services as well as documentation of a formal approval and appeal process per chapter 15.06 and chapter 15.12 of this title. 15.280.02: STREET NAME CHANGE REQUEST PROCEDURES:

   A.   A person must tender a completed street name change submission to the department on a form furnished by the department. The street name change submission must contain the following information:
      1.   A completed development application form;
      2.   A project description/narrative/justification;
      3.   Street name request form;
      4.   A map of the street segment for which the name change is requested; and
      5.   The required application filing fee.
   B.   Once a street name change request application is deemed complete, the application will be forwarded to the reviewing agencies and to the community advisory board representing the community in which the proposed street name change request is located for comment.
   C.   Upon completion of the comment period of the reviewing agencies' and the community advisory board representing the community in which the proposed street name change request is located, the street name change request will be scheduled for the next available planning commission for a public hearing to forward a recommendation to the Board of County Commissioners.
   D.   The Board of County Commissioners shall be the decision making body subject to the appeal processes as outlined in chapter 15.12 of this title. (Ord. 629, 8-4-2022)

15.280.03: STREET NAME CRITERIA:

   A.   Street Names: Street names and suffixes shall be designated by the developer, subject to the approval of the planning commission and in accordance with the following general policy shall:
      1.   Be short (under 12 letters, if possible) and preferably in one word.
      2.   Have a simple spelling and easy pronunciation.
      3.   Avoid prefixes such as north and south, east and west and upper and lower, etc.
      4.   Be related to the type and importance of the street. (The suffix boulevard should not be attached to the name of a minor residential street.)
      5.   Avoid the use of numbers or letters as street names.
      6.   Not be incongruous, offensive or geographically misleading.
      7.   Not be repetitive or similar in sound and character to streets already in existence in Lyon County.
      8.   Have a single name for a street having a continuous alignment.
      9.   When to be connected in the future into a continuous alignment or extended, bear the same name as the existing street.
      10.   Have a metal street sign to be erected as specified in the "Standard Details For Public Works Construction" on at least one corner of every intersection and shall identify each street name. (Ord. 629, 8-4-2022)
