CHAPTER 316

PUBLIC/COMMUNITY FACILITIES AND OTHER LANDS

15.316.01: OPEN SPACE (OS) ZONE:

   A.   Purpose:
      1.   Generally: Open space provides recreational linkages between different areas of the County; floodplain, wetland, drainage or view protection; and/or wildlife habitat. Public access may be provided with designated trails or bicycle facilities. In other areas lands may be left undeveloped to provide visual buffers along an important scenic area or between community boundaries. Open space may be granted to or purchased outright by the County for public use, donated to private land trusts, or protected using another method, such as conservation easements, signage restrictions, and design controls.
      2.   Primary Uses: Publicly owned/managed and accessible lands preserved by the County, other government agencies, or quasi- public (land trusts, non-profit organizations, etc.) for conservation, resource protection, or recreational use. Does not include lands that are part of a private development (e.g., planned unit development).
May also be preserved without public access to protect sensitive natural areas such as wetlands, floodplains and wildlife habitat.
      3.   Secondary Uses: Utilities (e.g., Municipal wells or other public or quasi-public utility facilities/structures).

15.316.02: PUBLIC FACILITIES (PF) ZONE:

   A.   Purpose: The Public Facilities Zoning District provides for the provision of schools, government offices, community centers, fire stations, airports, libraries, hospitals, cemeteries, etc., to meet the needs of the community in which the facilities are located as well as the larger County-wide and regional community. Also included are facilities needed for essential public services such as electrical substations, water and wastewater facilities, and other similar uses.
Public facilities also include parks and recreation facilities for the active and passive recreational needs of the community.

HD1 - In Historic Districts new construction on existing, legal non-conforming lots shall maintain a minimum five foot (5') setback from the foundation/stem wall to all property lines. Existing and/or historic structures from the date of this title enactment shall be allowed to use the existing distances from building walls to the property lines, so long as they are not encroaching on a neighboring property or right-of-way.

   D.   Parking Requirements: See chapter 401, "Off-Street Parking And Loading"HD2, of this title.
HD2 - No off-street parking is required for non-residential uses unless the use exceeds three thousand (3,000) square feet of gross floor area in which case one off-street parking space is required for every three hundred (300) square feet beyond three thousand (3,000) square feet.
