- Off-street parking requirements.
This regulation applies to all districts within the Town:
1.
For the purpose of this Section, the term, "off-street parking" shall consist of a parking space having minimum dimensions of nine (9) feet in width by twenty (20) feet in length for the parking of each motor vehicle, exclusive of access drives or aisles thereto. The Town Council, however, shall have discretion to allow a minimum dimension of eighteen (18) feet in length for the parking of each motor vehicle if the parking facility is designed in such a manner as to have bumper stops where the front of a parked vehicle would extend over into the adjoining median strip. The Council shall have the sole discretion to approve or disapprove any minimum dimension between eighteen (18) feet and twenty (20) feet in length.
Required yards and setbacks may be used for off-street parking; provided, that access drives or isles and turning spaces shall be located within the lot lines. Street or sidewalk areas shall not be used for off-street parking purposes.
Where parking space is provided in open areas adjacent to or beneath any building, structure or portion thereof, such parking spaces shall be paved with asphalt or concrete, and it shall be unlawful for the owners or occupants of such building or structure to place on such parking area any furniture or other property that will obstruct or hinder the free use of such parking area.
For other than single-family uses, parking spaces for the handicapped shall be provided in all required parking lots, garages or other similar facilities, as required by applicable Florida State Statutes.
2.
Residential: The term "off-street parking space" shall consist of a parking space having minimum dimensions of ten (10) feet in width by twenty (20) feet in length for the parking of each motor vehicle, exclusive of access drives or aisles thereto.
Required yards and setbacks may be used for off-street parking; provided, that access drives or aisles and turning spaces shall be located within the lot lines. Street or sidewalk areas shall not be used for off-street parking purposes.
PARKING LOT DIMENSIONS TABLE
The following illustrations are hereby made a part of this Ordinance and are designed solely to illustrate the requirements for aisles in off-street parking areas as regulated in Section 16.
For additional regulations governing setbacks, minimum dimensions for parking spaces, and other requirements, see Section 16 of this Ordinance.

3.
There shall be provided at the time of the erection of any main building or structure, or at the time that any main building or structure is enlarged by more than twenty-five (25) percent of the square footage of the existing building or structure, or increased in capacity by adding dwelling units, guest rooms, floor area or seats, minimum off-street motor vehicle parking space with adequate provisions for ingress and egress by a motor vehicle of standard size, in accordance with the following:
A.
Dwelling Structures: Two (2) parking spaces per dwelling unit in R-E and R-1, two and one-half (2½) parking spaces per dwelling unit in R-2. In addition, for any family day care home or large family child care home, one (1) additional parking space per non-resident employee shall be provided, and a pick-up and drop-off area for children shall be provided in a suitable area adjacent to the building and shall provide clear ingress and egress to the building as determined by the Town Engineer or designee and Fire Inspector or designee.
B.
Public Facilities and Places of Public Assembly: including private club, lodges, and fraternal buildings, public, governmental or community centers and libraries: One (1) space for each five (5) seats provided for patron use or one (1) space for each two hundred (200) square feet of gross floor area occupied by customers; patrons, or members, whichever may be greater, plus one (1) space for each employee on maximum shift.
C.
Churches: Same as "B" above.
D.
Hospitals: One (1) parking space per each patient bed.
E.
Medical Clinics: Six (6) parking spaces per each staff doctor.
F.
Arena/Auditorium: One (1) parking space per each four (4) seats. If multiple uses, including special exception uses are located on site, parking shall be calculated for the additional uses according to the existing code regulation. Parking regulations for this use may be modified by the Town Council subject to receipt of a detailed parking analysis signed and sealed by a registered engineer which must be reviewed and approved by the Town Engineer prior to review by the Town Council. Additional supporting documentation as may be requested by the Town Engineer shall be submitted by the applicant in order for the Town Engineer to process a requested modification. The Town Council shall have final authority to grant or deny the modification based upon evidence submitted.
G.
Shopping Centers: Five (5.0) parking spaces per each one thousand (1,000) square feet of gross leasable area. The Town Council, however, shall have the discretion to require a ratio of up to five and one-half (5.5) spaces per one thousand (1,000) square feet of gross leasable area, should the Council feel it necessary.
H.
Industrial Uses:
1.
Not catering to the retail trade: One (1) parking space per each five hundred (500) square feet of gross floor area.
2.
Catering to the retail trade: One (1) parking space per each two hundred (200) square feet of gross floor area.
I.
Technical, Trade or Vocational School: One (1) parking space per classroom; plus one (1) parking space per four (4) students; plus one (1) parking space per two hundred (200) square feet of administration and assembly areas.
J.
Uses not specifically mentioned: For any use not specifically mentioned, off-street parking requirements for a use which is mentioned and to which the said use is similar shall apply.
K.
Mixed Uses: In the case of mixed uses, the total requirement for off-street parking shall be the sum of the requirements of the various uses computed separately.
L.
Joint use of off-street parking facilities: Nothing in this Section shall be construed to prevent collective provision for, or joint use of, off-street parking facilities for two or more buildings or uses by two or more owners or operators, provided that the total of such parking spaces, when combined or used together, shall not be less than the sum of the requirements of the several individual uses when computed separately in accordance with this Ordinance. Such facilities shall be permanently maintained for such joint use, and shall not be discontinued in whole or in part unless other suitable facilities conforming with this Ordinance are provided.
M.
Shared parking:
1.
Purpose. The purpose of this subsection is to prevent a reduction of the total number of parking spaces which would otherwise be required in instances when a lot is occupied by two (2) or more uses which simply do not experience peak parking demands at the same time.
2.
Computation of share parking requirements.
a.
Multiply the minimum parking requirements for each individual use by the appropriate percentage as set forth in the table below for each of the five (5) designated time periods.
b.
Add the resulting sums for each of the five (5) vertical columns in the table.
c.
The minimum parking requirement is given by the highest sum among the five (5) resulting from step b.
3.
Limitations.
a.
Classes of individuals shall not be counted toward meeting parking requirements herein.
b.
The provisions of this subsection shall not result in a reduction of more than twenty (20) percent below the requirements which would apply in the absence of this subsection.
N.
Self-storage facility (full-size and small facilities):
1.
One space per four thousand five hundred (4,500) square feet of gross floor area.
2.
One space per employee on maximum shift.
O.
Distribution center:
1.
One (1) space per two thousand (2,000) square feet of gross floor area (excluding office space).
2.
One (1) space per two hundred fifty (250) square feet of gross floor area of office space.
P.
Flex space:
1.
One (1) space per one thousand (1,000) square feet of gross floor area (excluding office, display and showroom space).
2.
One (1) space per two hundred fifty (250) square feet of gross floor area of office, display and showroom space.
Q.
Office: One (1) space per three hundred (300) square feet of gross floor area.
R.
Retail: One (1) space per two hundred (200) square feet of gross floor area.
S.
Commercial, Expanded:
1.
One (1) space per one thousand (1,000) square feet of gross floor area (excluding office space).
2.
One (1) space per two hundred fifty (250) square feet of gross floor area of office space.
