Town Planning and Zoning Board.

Created; Membership; Terms and Vacancies.
Pursuant to the Charter of the Town of Mangonia Park Section 2, Specific Powers, Paragraph 1, there is hereby authorized the establishment of the Town of Mangonia Park Planning and Zoning Board. This Board shall consist of the membership of the Town Council. Terms of membership shall be concurrent with those of the Town Council. Vacancies in the Board membership due to resignation, illness or other cause, shall be filled by action of the Town Council to fulfill the unexpired term of such vacancy. The Board shall select its own Chairman and Vice Chairman annually at its first meeting of the fiscal year. The Town Clerk shall serve as Secretary to the Board.

Qualifications.
Qualifications for members of the Town's Planning and Zoning Board shall be the same as for membership on the Town Council. These qualifications, however, shall not preclude the appointment of any member who is not a Councilman when vacancies arise in the Board.
3.
Duties and authority. The duties and authority of the Town Planning and Zoning Board shall be primarily:
a.
To suggest plans for the growth and development of the Town with reference to its general improvement; to plan for changes in public utilities and town works; to plan for transportation, streets, alleys, sidewalks, highways, waterfronts, bulkheads, docks, public buildings, parks, playgrounds, town-owned property, and other such matters as may be of a municipal nature or lawfully under municipal jurisdiction. While the Planning and Zoning Board is charged with planning for the orderly development of the Town, the Town Council has been designated as the local planning agency in accordance with Chapter 163, F.S., and is charged with reviewing comprehensive plan changes and land development regulations. See section 19-17.
b.
To hear and decide special exceptions allowed by this Zoning Code.
