ARTICLE XIX

M-2 Heavy Manufacturing District

§ 465-133 Intent.

The primary purpose and characteristics of the M-2 Heavy Manufacturing District are intended to provide for heavy manufacturing and industrial uses.

§ 465-134 Site plan review required.

For the purposes of promoting compatible development, stability of property values and to prevent impairment or depreciation of property values, no person(s) shall be issued a permit for new construction or additions without first obtaining approval of a site plan as set forth in Article IV of this chapter.

§ 465-135 Permitted uses.

A. 
Any use permitted in the M-1 Light Manufacturing District.
B. 
Blast furnace or coke oven.
C. 
Boiler works.
D. 
Ceramic base and pottery material mixing.
E. 
Construction of manufactured/mobile homes and modular buildings and structures.
F. 
Feed mill.
G. 
Foundry or forge plant, excluding smelting.
H. 
Grain storage and processing.
I. 
Machine or welding shop, landing fields, runways, flying schools, hangars.
J. 
Manufacturing, processing and/or storage of the following:
(1) 
Abrasives and asbestos.
(2) 
Acetylene gas.
(3) 
Aircraft and aircraft supplies.
(4) 
Automobiles and automobile parts.
(5) 
Battery plant, only with previously processed acid and acidic products.
(6) 
Brick, tile or terra cotta.
(7) 
Chemicals, soaps, alcohol, and vinegar products.
(8) 
Graphite.
(9) 
Household appliances.
(10) 
Insulating materials.
(11) 
Linoleum and other hard surface floor coverings. Ceramic floor and wall tile.
(12) 
Machinery, tools and dies.
(13) 
Motor vehicles and motor vehicle equipment.
(14) 
Paint and paint products.
(15) 
Paper and allied products, including potash and charcoal.
(16) 
Primary metals, excluding smelting.
(17) 
Pyroxylin.

Rubber and miscellaneous plastic products.

Plane mill, as a principal use.

Railroad repair or freight yard, shop or terminal.

§ 465-136 Permitted accessory uses.

A. 
Garages for the storage or loading of vehicles used in conjunction with the operation of a principal use.
B. 
Off-street parking and loading spaces and facilities, in conformance with this chapter.
C. 
Utility sheds, power supply, external building heating/cooling systems, and other uses

§ 465-137 Conditional uses.

A. 
Airports and commercial heliports, including terminal buildings and other auxiliary facilities.
B. 
Hazardous waste sites and facilities.
C. 
Manufacturing, processing and/or storage of the following:
(1) 
Acid.
(2) 
Cement, lime and gypsum.
(3) 
Explosives.
(4) 
Fat and oil, including rendering and refining.
(5) 
Fertilizer.
(6) 
Glue.
(7) 
Leather tanning and finishing.
(8) 
Petroleum, including refining and storage of petroleum products in aboveground tanks which exceed 5,000 gallons in total capacity.
(9) 
Tar and asphalt, including refining and batch plants.
(10) 
Yeast.
D. 
Mining operations, including a quarry or stone mill and rock crushers.
E. 
Power-generating plant.

Resource recovery plant.

§ 465-138 Lot area.

Lots shall have an area of at least 15,000 square feet.

§ 465-139 Lot width.

Lots shall not be less than 100 feet in width.

§ 465-140 Building height.

No building or structure, nor the enlargement of any building or structure, shall exceed 100 feet in height, except for communication towers, radio/television/relay towers and antennas, which may be installed to a height in conformance with § 465-294 in this chapter.

§ 465-141 Yard requirements.

A. 
Front yard. There shall be a minimum setback of 25 feet from the street right-of-way. Where the frontage, as defined, lies partly within the M-2 District and partly within a residential district, the residential district yard requirement on that street shall apply as the front yard requirement.
B. 
Side yards. There shall be a minimum side yard setback of 15 feet on each side of the building.
C. 
Rear yard. A rear yard of not less than nine feet is required; except that, where a rear lot line in the M-2 District fronts on a street and where a side lot line in the M-2 District abuts or is across an alley from a residential district, the residential yard requirement on that street shall apply as the rear yard requirement.

§ 465-142 Accessory buildings or structures.

No accessory building or structure shall be located in any required front, side or rear yard. In cases where a front, side or rear yard is not required, and the accessory building or structure is voluntarily set back from an interior lot line, the accessory building or structure shall maintain an accessory yard of not less than five feet. In cases where a front, side or rear yard is not required, and the accessory building or structure is of wood frame or unprotected metal structure and is less than 500 square feet in floor area, the accessory building or structure shall maintain an accessory yard of not less than five feet from any interior lot line.

§ 465-143 Accessory uses.

No yards shall be required for accessory uses where no building or structure is involved.
