I-1 Institutional and Public Service District

§ 465-144 Intent.

The I-1 Institutional and Public Service District is intended to eliminate the ambiguity of maintaining, in unrelated use districts, areas which are under public or public-related ownership and where the use is anticipated to be permanent.

§ 465-145 Site plan review required.

For the purposes of promoting compatible development, stability of property values and to prevent impairment or depreciation of property values, no person(s) shall be issued a permit for new construction or additions without first obtaining approval of a site plan as set forth in Article IV of this chapter.

§ 465-146 Permitted uses.

A. 
Public or private schools, colleges and universities.
B. 
Child day-care facilities licensed under § 48.48, Wis. Stats.
C. 
Churches.
D. 
Hospitals, sanatoriums, nursing homes and clinics.
E. 
Libraries, museums and art galleries.
F. 
Cemeteries and crematory service buildings.
G. 
Lodges.
H. 
Public administrative offices and public service building, including fire and police stations.
I. 
Public utility offices.
J. 
Water storage tanks and towers.
K. 
Wastewater treatment facilities (publicly-owned).

§ 465-147 Permitted accessory uses.

A. 
Garages for storage of vehicles used in conjunction with the operation of a permitted use.
B. 
Ground-mounted and building-mounted earth station dish antennas.
C. 
Off-street parking and loading areas.
D. 
Residential quarters for caretakers or clergy.
E. 
Service buildings and facilities normally accessory to the permitted uses.
F. 
Lighting and signing.

§ 465-148 Conditional uses.

A. 
Gift stores.
B. 
Florists (not including greenhouse).
C. 
Utilities, provided all principal structures and uses are not less than 50 feet from any residential district lot line.
D. 
Funeral homes, provided all principal structures and uses are not less than 25 feet from any lot line.
E. 
Transmitting towers, receiving towers, relay and microwave towers without broadcast facilities or studios.
F. 
Solid waste management and recycling facilities.
G. 
Cafe/coffee shop.
H. 
Recovery residence licensed as a community-based residential facility (CBRF).

§ 465-149 Lot area and width.

A. 
Lots shall be a minimum of 9,600 square feet in area.
B. 
Lots shall not be less than 80 feet in width.

§ 465-150 Building height.

A. 
No building or parts of a building shall exceed 50 feet in height. Those buildings listed on the U.S. National Register of Historic Places are exempt from the building height regulations.

§ 465-151 Building area.

The sum total of the floor area of all principal and accessory buildings shall not exceed 40% of the lot area.

§ 465-152 Setback and yards.

A. 
A minimum setback of 30 feet from an existing or planned public street right-of-way shall be required.
B. 
There shall be a minimum side yard of not less than 10 feet on a side.
C. 
There shall be a rear yard of not less than 25 feet.
D. 
A five-foot street yard setback for all accessory structures, except buildings.
