Purpose: To reserve, for a limited time, lands that might be required for future commercial and/or service commercial use as extensions of shopping centers as set forth in the GENERAL PLAN of the community, and to permit the orderly and integrated extension of such shopping centers, as development needs become evident.
Primary And Accessory Uses Permitted:
All uses permitted in an A or F District.
Conditional Uses:
Commercial recreational facilities including golf driving range, riding academy, rod and gun club, picnic and dance areas, outdoor theaters, providing all buildings and structures are of a temporary or portable nature.
Private airports and landing strips.
Temporary uses including circus, carnival, tent revival and the like.
Equipment and materials storage yards, provided these are enclosed on all sides by a solid fend not less than eight (8) feet high.
Use Of District And Method Of Administration:
Such RC District shall be established with the ultimate basic designation (either Commercial (C) or Service Commercial (SC) applied as a suffix to the RC District designation (that is RC-C or RC-SC).
Removal of the RC prefix to the District designation in parcels not less than one (1) acre shall take place when:
The adjacent C or SC District is fully developed or under construction.
The Planning Commission has approved a development plan for the RC District (RC-C or RC-SC) as a whole, which limits highway access, provides for service roads, integrates the area with adjacent uses, and provides for orderly development, and when the provisions of RMC 16.12.160 paragraph C, dealing with site planning, and RMC 16.12.140 paragraph C, dealing with off-site parking, are provided for.
Access roads to the parcel or parcels involved, including service roads and planted dividing strips as applicable are provided for, paved and developed as development takes place.
The development proposed is an extension of and adjacent to existing, developed, or developing C or SC District.
A Land Use Permit has been applied for to begin immediate construction.
When the above conditions and the conditions applying to the basic zone (that is either C or SC) are met, the prefix RC may be removed by resolutions of the Planning Commission, at which time all of the conditions of the basic zone shall apply.
The Commission, before approving such resolution, must find and so state that the above conditions have been met and, further, that the expansion of existing commercial facilities into the RC District is desirable and necessary to the sound economic development of the community and further, desirable and necessary to the convenience of the residents thereof.
Notice: The Planning Commission shall give public notice of its intention to consider such a resolution at least fifteen (15) days before such action is taken.
