Purpose: To provide for retail and wholesale commercial, amusement and transient uses which are appropriate to the Town Center or other convenient locations and which utilize more space and require more vehicular service than pedestrian-oriented retail businesses. SC Districts are to be established in areas of two (2) acres or larger and shall be located only in the vicinity of highways or major thoroughfares.
Development Plan: Before individual applications for Land Use Permits in a Service Commercial District are approved, the Planning Commission must approve a development plan of the District, or major portion thereof, consistent with orderly over-all development. This development plan shall provide for streets, service roads, landscaping, subdivision of land and meet all other applicable requirements of RMC 16.12.160 paragraph C and the Subdivision Regulations. The intent is to assure maximum utilization of land and adequate provision for such public considerations as vehicular and pedestrian traffic.
All Uses Are Conditional: The following uses are indicated as basically acceptable, subject to the issuance of a Conditional Use Permit: Public or semi-public uses appropriate to the SC District; drive-in theaters, provided that the screen is located so as not to be visible from adjacent streets or highways and said screen shall be set back not less than one hundred (100) feet from any street or highway; bowling alley; animal hospitals and veterinary clinics; major automobile repair; carpenter shop, electrical, plumbing and heating shop; printing, publishing or lithographic shop; mortuary, crematorium or columbarium; furniture, upholstering shop; bakery, creamery, soft drink bottling plant; laundry, cleaning and dyeing establishments; trailer sales area.
Any other use which is determined by the commission to be of the same general character as the above uses.
Signs appurtenant to any permitted use on the premises, subject to the provisions of RRMC 16.12.140 paragraph F,5,a.
Sleeping quarters for watchmen, machinery operators and other employees whose presence on the site is essential to the operation of the business, provided that no kitchen facilities appurtenant to said sleeping quarters are contained therein.
Height Regulations: No building or structure shall exceed two (2) stories or thirty (30) feet in height, except as provided in RMC 16.12.150 paragraph B.
Area, Lot Coverage, and Yard Requirements: See RMC 16.12.210 Chart A.
Other Required Conditions:
Off-street parking and loading facilities required for all uses, as provided in RMC 16.12.140 paragraph C.
Along Rt. 2, a minimum set-back of thirty-two (32) feet from street frontage shall be required for all service commercial uses. This provision may be reduced by the Commission as deemed necessary where set-back for service road, separating strip or sidewalk is not required. The minimum distance for sidewalk set-back shall be four (4) feet.
