CHAPTER 1211

B1, Community Business District

1211.01 INTENT.

   The B1, Community Business District provides neighborhood serving commercial uses that are compatible with nearby residential areas and are not detrimental to those neighborhoods. The B1 District offers a mix of office, shopping, and residential uses in the same vicinity, creating a live/work compact development with shared access drives and cross access within blocks.

1211.02 PRINCIPAL PERMITTED USES.

   The following are principal permitted uses:
   • Artisan/maker space
   • Bar
   • Body art/tattoo shop
   • Brewpub
   • Community incubator kitchen
   • Data processing/computer center
   • Financial institution (includes cash advance)
   • Funeral home
   • Government facility
   • Hookah/cigar/vape lounge
   • Indoor recreation (private and public)
   • Medical office
   • Multiple-family dwelling unit
   • Outdoor recreation (private and public)
   • Personal service establishment
   • Pet grooming
   • Printing production
   • Professional office
   • Public institution
   • Restaurant, full service
   • Restaurant/café, take away
   • Retail sales
   • Secondhand store
   • Studio (dance, art, photography, etc.)
   • Upper-level residential dwelling unit
   • Veterinary clinic

1211.03 ACCESSORY USES.

   The following are principal permitted accessory uses:
   • Drive-thru
   • Fence
   • Food cart/truck park
   • Home occupation
   • Outdoor dining area
   • Residential management facility
   • Satellite television dish
   • Solar energy system
   • Temporary event
   • Wind turbine
   • Outdoor sales
   • Parking lot (surface)
   • Use customarily incidental to the principal use

1211.04 SPECIAL LAND USES.

   The following special land uses are permitted only after review and approval by the Planning Commission, in accordance with Chapter 1225:
   • Assembly/banquet hall
   • Brewery
   • Child care centers
   • Essential service facility
   • Gas station
   • Landscape nursery/greenhouse
   • Laundry/dry cleaner
   • Massage establishment
   • Microbrewery/distillery/winery
   • Parking structure
   • Religious institution
   • Senior living (assisted and independent)
   • Testing/experimental/research facility
   • Theater/entertainment venue

1211.05 SITE DEVELOPMENT STANDARDS.

      (1)   No rear setback is required, unless the site is adjacent to residentially zoned property, in which case, the building must have a minimum rear yard setback of twenty-feet.
   (b)   Residential units must meet the following minimum sizes:
      • EED Unit = 400 sq. ft. (only 25% of all units can be EED units)
      • 1-Bedroom Unit = 600 sq. ft.
      • 2-Bedroom Unit = 800 sq. ft.
      • 3-Bedroom Unit = 1,000 sq. ft.
   (c)   All multiple-family residential projects must incorporate common open/civic space and private open space (i.e., terraces, patios, and/or porches).
   (d)   Anti-Theft. All anti-theft devices must be constructed or installed on the interior of the structure. No bars, rolling gates or iron work are permitted on any exterior of the structure.
