CHAPTER 1208

SF, Storefront District

1208.01 INTENT.

   The SF, Storefront District preserves the historic character of buildings and encourages new mixed-use and commercial developments that are more consistent with the built and desired character of the downtown area. Commercial and mixed-uses are less intensive and less auto-oriented than uses permitted in the B1 or B2 Districts. The ground floors of buildings are designed for active uses (i.e., retail, services, dining, and entertainment) to encourage pedestrian activity and a walkable community.

1208.02 PRINCIPAL PERMITTED USES.

   The following are principal permitted uses:
   • Artisan/maker space
   • Bar
   • Body art/tattoo shop
   • Community incubator kitchen
   • Financial institution (includes cash advance)
   • Hookah/cigar/vape lounge
   • Indoor recreation (public and private)
   • Outdoor recreation (public and private)
   • Personal service establishment
   • Pet grooming
   • Printing production
   • Professional office
   • Restaurant, full service
   • Restaurant/café, take away
   • Retail sales
   • Studio (dance, art, photography, etc.)
   • Upper-level residential dwelling unit

1208.03 ACCESSORY USES.

   The following are principal permitted accessory uses:
   • Fence
   • Food cart/truck
   • Home occupation
   • Outdoor dining area
   • Residential management facility
   • Parking lot (surface)
   • Satellite television dish
   • Solar energy system
   • Temporary event
   • Wind turbine
   • Use customarily incidental to the principal use

1208.04 SPECIAL LAND USES.

   The following special land uses are permitted only after review and approval by the Planning Commission, in accordance with Chapter 1225:
   • Assembly/banquet hall
   • Brewpub
   • Child care center
   • Government facility
   • Hotel/motel
   • Laundry/dry cleaner
   • Message establishment
   • Microbrewery/distillery/winery
   • Multiple-family dwelling unit
   • Parking structure
   • Public institution
   • Theater/entertainment venue

1208.05 SITE DEVELOPMENT STANDARDS.

      (1)   No rear setback is required, unless the site is adjacent to residentially zoned property, in which case, the building must have a minimum rear yard setback of twenty-feet.
   (b)   Residential units must meet the following minimum sizes:
      • EED Unit = 400 sq. ft. (only 25% of all units can be EED units)
      • 1-Bedroom Unit = 600 sq. ft.
      • 2-Bedroom Unit = 800 sq. ft.
      • 3-Bedroom Unit = 1,000 sq. ft.
   (c)   Residential units cannot be located on the first floor of buildings or within the basement.
   (d)   All multiple-family residential projects must incorporate common open/civic space and private open space (i.e., terraces, patios, and/or porches).
   (e)   Anti-Theft. All anti-theft devices must be constructed or installed on the interior of the structure. No bars, rolling gates or iron work are permitted on any exterior of the structure.
   (f)   Arcades. Not more than four properly licensed mechanical and electronic amusement devices, as defined in Chapter 840 of the Business Regulation and Taxation Code, provided, however, that an establishment that has been issued a Class C Liquor License or a club license by the State Liquor Control Commission may have not more than six such devices.
